I also heard that there may be a trick question (asked or forced) involved about our wages. How do we make sure we keep our rate? What do we tell them when they come a callin?

Response date 09/03/08

A) All remaining trades will be forced into production.

Q) why are benefits rep not available during business hours to help members?why are benefits rep not available at retirees meetings to help retirees? do we have any benefits reps ?

Response date 09/03/08

A) During the transition into the new facilities the benefit reps that remained at Delphi, volunteered their time at the union hall. After the SAP was over the numbers dictated only one benefit rep remained unless further negotiated otherwise. Therefore the only benefit rep we currently have established is Sheila Blaine who is currently( as we speak ) doing her orientation at the West Chester SPO. Yes you have a benefit rep.  Yes, she will be available in the near future. Yes, we will be sure to give Sheila the questions that any member of Local 696 has, and she will address your questions. Sheila is also currently trying to setup her office at the SPO so she can have a fax number and a phone number (voice mail) to utilize. Your Benefit Representative has not abandoned you.

Q) why are our paychecks not paying the right hourly rate

Response date 09/03/08

A) This has been a fight since leaving Delphi, our position is the proper rate is 14.87. I believe the issue to have been poor communication between Delphi and GM during our transition. If and when this is resolved back pay will be given.

Q) Well here we go. Lied to again. We were told that plant senority would be how we are called in order. No not true. You guys have changed that part to take care of the the people who have been there. when you guys have finished chewing on the bone and getting your meat can you pass it over to us new pups?

Response date 09/03/08

A) I love it when people make false assumptions. Everyone that was called to SPO and JGO to volunteer for work was done so in seniority order. At SPO there has been a number of volunteers, that for one reason or another, have been medically deferred pending their doctors approval. To date, only 30 some people actively working at each facility.  If you feel that you have been missed, please contact me at the union hall 228-2142.

Q) My sister and father both received a letter from job and family services stating that their personal information was stolen from a Delphi computer.  I did not receive a letter. But it concerns me. I'm wondering how many people were affected by that? Why would some people's information be stolen and not others? Is there anybody we can call regarding the situation?

Response date 08/15/08

A) My understanding of the situation is that those employees whose information was stolen was primarily  people that retired or took the SAP around 2006. It was explained to me that these employees were entitled to some governmental assistance such as TAA. Therefore the state of Ohio, by law, had to contact these former employees, to make them aware of their assistance. In the process of being contacted or formulating a list, this information was stolen. I have not been contacted by anyone regarding this issue, nor do I have the names of those people that were affected. If any new information develops I will be sure to post the information or make it public in the union meeting.

Q) I heard yesterday that the Needmore road employees no longer have insurance.  Is it just that Dephi insurance is terminated and the GM insurance has kicked in.?.  Or is there actually no insurance available to us right now. ??

Response date 08/11/08

A) As of July 31st Delphi benefits ended and on August 1st GM took over. There is some delay in getting in the system, but everyone should be in by now.  If there are issues please contact benefits at the union hall.

Q) Will skilled trades be forced to production at West Chester or Trotwood? If so at what rate? What was the internations most recent meeting at the hall about? I heard they were at the hall in July and I see nothing mentioned about it on this site.

Response date 08/04/08

A) Not until the numbers on the SAP (buyouts and retirements) are determined will we know how many employees will need to be forced (production or skilled). It is our understanding that the entire population of production employees will be forced before any other employee. If skilled trades is forced to production they will be paid their skilled wages. There were no meetings with International during the month of July, only phone conversations.

Q) I signed up for the buyout Jul 31 and assumed that I would continue to be covered under insurance until Sept 1, but I went to the doctor today and was told the insurance was terminated effective Jul 31. Was this expected even though the seven day waiting period hasn't expired and will my pay also stop immediately?

Response date 08/04/08

A) Delphi has sent notices to employees, terminating our benefits as of July 31st. GM picks us up on benefits effective August 1st, however these benefits will not show in the system towards the end of the week.(week of August 4th) Anyone needing to use their health benefits should contact a benefit representative at the union hall. It has been told to us that a reimbursement will be made for those who use benefits during this transition.

Q) I am still not sure about this...when we go to SPO or James Group do we keep our seniority that we had at Delphi or do we start over when we go to the new facilities?

Oh, and as disappointed as I am in the UAW, I hope everyone realizes our "local" union did the best they could with a sinking ship.  I am NOT happy with the buy out situations, I am one of the people with 9 years (just missed the $140,000) but I still support our "local".  They are still doing their best.

Response date 08/04/08

A) Thank you for the comment. Yes, those employees who report to JGO or SPO will use their Delphi seniority date at these facilities.

Q) what happens if you dont sign up for either locations or for the buy out and your not a skilled trades

Response date 08/04/08

A) If there are openings due to the SAP program you could be forced to go to JGO or SPO. If this situation doesnt happen those remaining employees will remain on "stand-by" until parties UAW International and GM come to a mutual agreement for those who are on stand-by.

This is not a question, but merely a comment. I wish to thank Brian Cole, Brian Martin, Joe Buckley and the rest of our Local Leadership for how they led our local thru the most challenging times in Local 696's history. You, our leaders, didn't have all the answers to all the questions and unique situations that our local has ever faced, but you would not back down and fought for each and every one of us. I have the deepest respect for you, especially for Brian Cole. You took time to get involved with every aspect of the plant wind down and stood firm for every employees welfare.I just want you to know it was a true honor working with you.I pray for God's best for all our people and their families no matter where our choices take us. Time to turn the page...

Thanks!

Q) I was hired 4/6/1999 as a temporary employee.  I was hired as a permanant employee 7/3/2000. It was my understanding that my time was retroactive to my 1999 hiring date (plant, and corporate seniority). I recieved, in the mail, an amended audit of my seniority that did not reflect what I was told , concerning my 1999 hiring date.  It appears the 1 year and 3 months I was a temporary has been deemed null and void in respect to my seniority (corporate, and possible plant)

I have a comment to make about the issue with Brian and going to West Chester. If the shoe was on the other footitwould be a different story.
Many of the membership doesn't know what it is like to have a job on the outside. To who ever made the comment about Brians new postion let it go and worry about yourself. Thank God we all are able to have a job. It might not be the one you want or the pay you want but go try to fine a job making the money you make and see how hard you have to work for it.On that note Congrads Brian.

Q) I retirned from DELPHI in 2003 and have Anthem insurance where my co-payment is $10.00/office visit.  I heard through rumor mill that this form of ANTHEM is going away for a different ANTHEM where office calls "AREN'T" paid and most medical procedures are only paid a percentage of.

But I just wanted to share what I just found out about the attrition I rec. in 2006 of 35,000. Delphi took out Fica tax on this money. This money is to be refunded to us. The number to call is 1-866-245-5957 and ask for form to fill out. This number is for GENERAL MOTORS payroll.

Q) When can we find out at what time (us retirees) WILL GET OUR RAISE
THAT WAS DUE OCT 1ST 2007.

A) If you are a Delphi retiree, you will receive your raise (retroactive to October 2007) will be issued when Delphi emerges from bankruptcy.

Q) I signed up for Trotwood.  Can I still change my mind, take the buyout as long as I have it in before deadline 8-11-8.  Also, if Trotwood calls me, can I still change my mind and take buyout, as long as by 8-11-8.

Response date 07/28/08

A) Regardless of choice of SPO or JGO (James Group) as employment, the buyout is still an option for former Needmore Rd, Delphi employees, until August 11th, 2008.

Q) How do I find out where I stand as far as senority to be placed or offered a job with gm or with a third party employer if I do not accept the buyout? Since I am a skilled trade, will production people be offered the production jobs or will it go by senority first?

thank you for your help.

Response date 07/28/08

A) Currently, the Re-application list is being developed. You may call the Union hall for list updates (937-228-2142). Those that turn in reapplications to James Group or GM SPO whether it be skilled or production will be applied to the list by seniority.

Q) For those of us who filled out our paperwork to take the buyout.  When are we supposed to recieve our checks??  We're all getting told something TOTALLY different and we need the TRUTH!!  We were told we would receive the check 4-6 wks AFTER we turned in our paperwork and that stand-by pay would stop Aug 1.  NOW, I'm hearing NOBODY will have their paperwork processed until Sept 1st and won't receive checks until 4-6 AFTER that!!!  So, you're talking OCTOBER sometime and we'll be without pay for atleast a month!?!??!

Q) I am a little confused regarding a previous question regarding standby pay if we choose to take a buy out. If for example, we submit our paperwork dated July21- would our standby pay stop immediately? The response to a previous question stated that we would be paid until September 1. Thank you for your response

Response date 07/23/08

A) It is our understanding that despite when you choose to take the SAP, your standby pay will be issued to you until September 1st 2008. After this date your appropriate buyout money will come in 4-6 weeks.

Q) Does anybody know when us retirees will get our raise that was
dues ( Oct 2007). Is 696 stll in chaos.??????

Response date 07/23/08

A) The raise will be retroactive once Delphi emerges from bankruptcy.  Local 696 is very much not in chaos, although due to the transition into the new facilities, there are plenty of duties that our members can volunteer to help with.  Anyone who would like to volunteer their time (as a union brother or sister) may due so.  Simply contact your Union Hall or just come on down.

Q) As for the Johnson Controls Facility, Are we going two one Shift, having 3 week July shutdown, Working only 5 hours a day. So many rumors so little answers could someone please fill us in.

Response date 07/22/08

A) I have to apologize for how long it has taken to respond to this question.  With the lay-off, the change in officers and related issues, there was a communication break down.  So now, many of the answers have become evident.  Still, I owe an explanation for why and how, things were carried out.  Unlike the previous "indeterminate lay-off", the lay-off that resulted from the American Axle strike, this lay-off was of a "determined" duration, that
brought it under clearly defined terms of the CBA.  Section 9.5 provides for "volunteers" for a lay-off of "short" duration, that is known to be two weeks or less.

SECTION 9.5    In the event of a permanent reduction in force, probationary employees shall be laid-off first, provided the remaining employees are capable of performing the available work.  Thereafter, seniority employees shall be laid-off in seniority order, lesser seniority employees being laid-off first, provided the remaining employees are capable of performing the available work.  In the event of a temporary reduction in force, the Company will first ask for volunteers from the area affected, thereafter, employees will be laid-off as the jobs to which they are assigned are affected. Temporary reductions in the workforce are defined as those caused by circumstances of known short duration, but in any event not to exceed two (2) weeks.  When circumstances permit, at least twenty-four (24) hours notice in advance of a layoff will be given.  It is understood that an employee that volunteers for the temporary layoff will remain on layoff for the entire temporary layoff period.  Should the Company have to recall employees from layoff, the least senior employee will be recalled.

The CBA provides no alternative to providing work by seniority choice.  Providing partial shifts to the first and second shift crews, was an option but did not comply with the CBA per section 12.1 and 12.4.

SECTION 12.1    The normal work week is forty (40) hours. The normal shift shall consist of eight (8) hours of work with a thirty (30) minute, unpaid lunch period, five (5) shifts per week; or ten (10) hours of work with a thirty (30) minute, unpaid lunch period, four (4) shifts per week. Nothing in this paragraph is to be construed as a guarantee of eight (8) hours of work per shift, ten (10) hours of work per shift, nor a guarantee of forty (40) hours of work per week.

SECTION 12.4 An employee scheduled to report for work will be provided a minimum of four (4) hours work or pay, provided any failure to make four (4) hours of work available is not a situation (such as acts of God, power failure, equipment or machinery breakdown, material shortage) caused by the Company, or any other unforeseen event beyond the control of the Company.

There simply is no provision which provides for the "splitting" of the work among the two shifts.  The company was willing to split the shifts, economically it makes sense to them because it might save overtime and unemployment costs, but it was the Committee's goal to follow the CBA, and the company agreed to do so.  The Committee was also aware that any partial shift work
would negatively impact unemployment benefits.  We very roughly estimated the difference between 20 hours work pay and 40 hours work unemployment, sitting at
home and saving the cost of gas to get to and from work, paid nearly as well as working. If you have further questions, I promise to be much more responsive.  Thanks for your patience.

Q) I worked for the Needmore Rd plant, and was hired August 2006. My dec'd husband was retired from the Truck and Bus plant(IUE).
My question is; If I decide to take the buy out, how will this effect the pension and insurance that I'm already receiving due to being his widow?  The buy out states that I will sever all ties with GM, so does that mean that I will no longer receive my dec'd husband's pension and insurance, should I decide to take the buy out?

Response date 07/17/08

A) There will be ongoing changes to this website.  With all of the issues that have come up with our transition, Local 696 leadership has had to establish a priority list for these issues. Unfortunately, pictures are last on the list at this point, as soon as we can update this we will.  In regards to the executive board, these positions will be in place for the next 3 years.  We are waiting for direction from UAW International on the proper procedure to determine our next bargaining committee.

Is there something gong on that the membership has yet to be informed of like the added skilled trade postion to Westchester is this part of our current un-unionized buddy system.

Response date 07/17/08

A) I have asked (for the benefit of Local 696 members), Brian Cole to help with bargaining issues in relation to our transition into the new facilities.  Prior to the Delphi closure, Brian Cole was in discussions with GM and International, therefore due to his unique position he is more than qualified to deal with bargaining issues currently.  In regards to the Skilled Trades positions, these were established between International and GM as needed positions at SPO West Chester.

Why wasn't there any emphisis placed on the part of the 2008 Special Attrition Package reading:I understand that GM and the UAW may be considering and in the future may agree to amend the 2007 GM-UAW National Agreement, the Memorandum of Understanding, this Special Attrition Program and GM's benefit plans and make available different redeployment, job security, retirement or seperation benefits for which I will not be eligible. So are GM and the UAW considering amending the 2007 GM-UAW National Agreement? No beating around the bush on this question please.

Response date 07/14/08

A) Despite an employees status at Delphi (ie. Sick Leave) he or she needs to fill out a Re-application if the employee wishes to go to James Group or West Chester prior to July 10th. If an employee is terminated from the Needmore Rd facility he or she is not eligible for a Re-app. or SAP option.  Unfortunately the only way to turn these papers in, is by hand to the Union Hall by the dates that are listed.  Re-application by July 10th, SAP by August 11th.

Of course, why should this change, we haven't been able to get any information for months now.  I think there are some questions needing to be addressed.

Response date 07/10/08

A) It was also stated in the June 26th meeting that no one would be on staff at the hall the week following the meeting. As you will notice on the website several updates have been added even though we were on vacation. For example, benefit reps schedule at the hall, times and dates to turn in re applications as well as many new postings on the Q and A segment. Q) For some strange reason, where minutes taken of the last meeting?  If so, why can't they be put on website.  Also, a rundown of exactly when you have to sign up for James Group of West Chester, buyouts, unemployment, TAA programs, should be on website. One week ago today, at our meeting, watch website, well I have not  seen one thing or question answered about this.  So many lifes continue to be affected, and even less information available.

Response date 07/10/08

A) There would simply be not enough space on this website to post all minutes of the meeting. It was stated that in the June 26th meeting that the union hall would be closed the first week of shutdown, therefore no one was working that week. The sign up times for reapplication was also announced in the meeting as well as posted on the home page of this website. The final day to turn in your SAP application is August 11th, 2008. For trade adjustment assistance (TAA) you can contact Tony Curington most days at the union hall at (937-228-2142). Q) When is the West Chester facility due to begin operating and when will we likely be notified of our having been accepted to work there if we applied for transfer to West Chester?
Also, if one does transfer to West Chester, does one lose their flowback rights (I have over 13yrs. myself) to the other GM plants or is one stuck in the SPO chain of facicities?
Lastly, where can one find information on the current GM contract (such as a copy of the contract itself) and the benefits specifics for those who may be transfering to West Chester?
Thanks for all the help that you provide. Solidarity forever!

Response date 07/10/08

A) The West Chester site was in need of employees starting as early as July, however now that there is a re-application process it is unclear how early they will be needing employees.  The new list will be posted on the website as soon as a list has been formed.  It was stated in the June 26th meeting that former Needmore Rd., Delphi, employees who had closed plant status flowback rights before, will maintain these flowback priorities if they do not take an SAP option. There are currently no surplus copies of the GM national contract, for specific questions contact the Local 696 Union Hall at 937-228-2142.

Brian,
You and the people who run this question and answer site are doing a great service to the membership. I'm here in Michigan at an SPO were we have lost work to these 3 new plants. I look forward to inmformation that you  post here but get fed up reading all the complaints from some of the work  force who were once Delphi! These people are lucky to have jobs NOT to mention they now have MY JOB!! Perhaps they need to be reminded of the people at the AAM plants who were not able to go back to GM at any $ rate! They have just LOST their jobs.  Most of the AAM people had much more time then these Delphi people and would be happy to trade places with them!!

No need to post this, unless you find it useful to the membership. I just wanted to thank you once again for the imformation you post, some people do not understand how
lucky they are to have the team of leaders like they do here.

Q) I was thought we that choose neither the west chester or trotwood location were to be paid their exit pay scale, as in machining verses trucking. Are we all paid the same hourly wage now?

Response date 07/10/08

A) Unfortunately, due to the fact that GM is paying our wages now, the base rate for GM Supplemental employees is 14.50 an hour plus applicable raises. Therefore the rate now for everyone who is production, on standby, is $14.87 an hour.

In an effort to fix this problem, a list of people with payroll issues has been compiled.  This list will be sent to Ed Driver, Personnel Director GM SPO, in an effort to resolve these issues.  It is suggested that anyone who has problems to contact the union hall at 937-228-2142 to be added to the list.

Not a question, just a statement.I am very angry when i see the bs questions that are submitted on this website, and how members are so eager to badmouth our own local about not answering quickly enough,or just not getting the answer they want. Im pretty sure they are tired of answering the same things over and over, first attend a union meeting, then listen, then when you get an answer accept it, problem solved! And quit being so certain that our LOCAL union screwed us,they are just people just like us,they are getting the same deal we are,do you think they wanted their pay cut? They wanted to move? Change plants? And to our local leaders:Thanks for all you do,i sure would not want your job,but im glad theres still a few of you that are willing to do it.

Q) What is the number of promised local jobs?
Since employees who chose the SAP option will not be replaced is it possible not enough employees remain to man one or both of the sites? If so what happens?

A) There will be 350 total jobs.  If the SAP drops the number below 350, it is assumed that hiring people will be an option.  We will not be sure of the SAP numbers until the deadline is reached. We will keep the members updated on this issue.

A) Yes, the Needmore Rd facility is different than West Chester as well as the James Group site in Trotwood.  The employees that were working at Needmore, now have the opportunity to continue their employment at West Chester or Trotwood.  Local 696 no longer has employees at Needmore Road.

Q) Hi, I am was employed at the Delphi Lockport NY plant and I was laid off 1 week shy of my year.  Under the current contract I am supposed to receive $1500.00 a month for every month of service.  Is this still going to happen because I have been laid off as of 7/5/08 it will be 8 months.  Also, per Todd McNall who is our Shop Chairman, last week at the meeting he told us we would be receiving our severance papers shortly.  Is this true?  We were also told that we are now being permanently laid off.  True?  I need to get another job but before I do I would like to know if I am getting my severance and when.

A) With the complexities and questions surrounding Local 696, it is difficult to speak specifically  to your situation.  I suggest in order to get an accurate answer you speak to your Local Leadership.  Thank you for visiting our site.

Q) is there anyway we can find out the number of skilled trades by classification at each gm plant is retiring so we can get a idea of possible openings. thanks

Response date 07/05/08

A) The only way to do this is to physically call every plant's union hall that you want to go to and see if they know who is retiring.

Q) Is it a fact that if a tradesman that is forced into a production job will be paid tradesman pay. If this is true where does it say that in the paper work. And if it is not how can we find out where to get it.
My problem is if I decide to stay and not buyout I want it to be made clear what my pay rate will be.

Response date 07/05/08

A) At the meetings, this is what was conveyed to the membership.

At the last International sub-council, it was reported out by some of the other Chairmen and International that this has been going on at other locations.

Q) I know the question has been asked on here before and a response was given, but is there any update on the situation involving people that were temps in 1999 then hired permanent losing their seniority?  I am one of the affected people and no one at my plant seems to give a crap about it.  In fact, our new chairman is on a rampage to force GM and the union to take away our plant seniority as well.  That would make my plant time 7-30-2002 rather than a 1999 time.  Joe said there was an understanding that we got to keep all of our time but now it is being questioned... 5 years later!  Please help give us some info on this!!!

Response date 07/05/08

A) My understanding is that this issue was fixed for our members as part of the transition into the new jobs.  I don't know, but I would assume that this agreement would blanket all those who have been affected at our plant.  You should formally ask your President and Chairman at a Union meeting to look in to this.

Q) I just received my first check from GM that begins my payed leave. With the agreement changing and everyone getting the entry level rate, not our pay rate from Needmore Road, my check is quite a bit smaller than planned. I noticed that I'm being taxed as single and 0 dependents. Is there a way to get this changed or must I wait until I begin work at one of the new plants?

Response date 07/05/08

A) Ed Driver, the personnel director for SPO has been told of the situation.  We are going to try to get the forms to the Hall for everyone to pick up.

Q) On our Check stub from GM it shows full Vacation hours available. Is this incorrect? Will it be pro rated? Is 160 hours still the maximum you can earn per Delphi or did the 20 year plus people get their 200 hours back?               Another question I didn't think to ask at the meeting, will the local contracts be the same at West Chester and Trotwood? Will you be able to take a single day vacation or must it be an entire week? During the local negotiations will the membership have any voice that could effect shift times or policies? Thanks!

Response date 07/05/08

A) At one of the meetings we were told that the vacation hours were not correct on the checks, we will forward this question up north for clarification and I'll answer the ones I know

You will be able to schedule a single day off and not have to burn a full weeks vacation.

There has been some discussion on start and stop times with SPO.  They open to straight 8's and are tentatively 7:00 AM - 3:00 PM for first and 3:30 PM - 11:30 PM for second.  If you have any input, email us back.

I believe that it will be the same contract, due to the fact that we are all technically GM employees.  The James Group is only "leasing us", this is the way it was explained to me.

Q) Im taking the buyout, but Im confused on what to do.  I was at the meeting yesterday at the union hall, but couldn't hear much of what was being said, because of all the talking going on around me.  I understand that I have until Aug 11 to sign my papers?  But, what does the September 1 date mean?  Some people are saying we will get stand-by pay until Sept 1st and cannot receive our check until AFTER that date regardless of when we turn our papers in.  I was hoping to be able to turn my papers in ASAP, so I can get my check ASAP!  SO, my question is, if I turn my papers in today (for instance) will I get my check 4-6 wks after that?  and will my stand-by pay automatically stop NOW or when I get my check?

Response date 07/05/08

A) The paperwork you have says that they are going to make the buyout effective Sepetember 1st, however they acted as though they would accommodate those who wish to leave earlier.  If this is your desire, write a note attached to your paperwork saying when you want to go.  When you turn it in at the Hall, make mention of this and we will see what can be done.

Q) IF THE BASE WAGE IS GOING TO BE 14.87 AT THE GM SPO, WILL THERE BE INCREASES AT YEARLY INTERVALS? IF SO, APPROXIMATELY HOW MUCH WOULD
IT BE? WILL THERE BE BONUSES SIMILAR TO THE 3% PERFORMANCE BONUS THAT EMPLOYEES RECEIVED IN MAY FROM DELPHI?

Response date 07/01/08

A) The base wage is 14.87 an hour, and every January we will receive an increase that is based on the Consumer Price Index (CPI). This increase, is on average, in the 3% range. The past raise in January '08 was 2.54%. There will also be a performance bonus annually (May), this bonus is calculated as 3% of previous 52 weeks earnings.

I am appaled by how we were treated at our last meeting. i can not believe  the way our international union treated us, in giving up everything. We gained nothing!!!! A Union that was once so well respected has in my opinion been bought by corporate america. U say we gained a buyout? well i was to get two more checks for $35000.00. plus a years wage and benefits. I think that well equals $140000.00 they "fought" so hard for us to get. We have to drop our wage even lower while skill trades could be working next to us making triple what we are making. Now we are not even going to get unemployment if we take a buyout? Thank you to our local union leadership for all that you guys have done for us during my 11 years working at delphi. International? enjoy your bonus you just recieved from G.M. a large portion of my family retired from GM and were die hard. Ask GM now how many of there own vehicles sit in there parking lots now? that should tell you something. If you treat your people well they will buy your product as their family will too. obviously there has been a break down somewhere. We were offerd the same buyout that has been offered for the past 8 years while inflation has went up almost 33%. It seems Gm would have wAnted us to leave on good terms to keep a customer. My family and I will never buy GM again and i hope people pass the word on how they treated their employees. They could have at least offer a car voucher to the buyout. that would have kept gm car sales up and made us a little more respectful of them.

Response date 06/25/08

A) As of Friday, June 20th, conversations with the International Union revealed that all employees will be receiving wages per the GM Agreement, not Delphi's contrary to what was originally conveyed to the membership at the meetings in the plant.

In regards to contacts at the Union Hall, the secretary on staff will take messages when a Union Representative is not available at the Hall.  Also, Benefits Representatives will be at the Hall most days of the week to help with questions.  Times for these representatives are to be determined.

Q) I applied for employment in 06 at Delphi, and had no intention of working elsewhere.  I have seen enough of this incompetent supervision and have no desire to look at those same misfits at another site.  I want a buy-out.  The union has a very efficient staff and I know they realize everyone dont want to be bounced around from one job location to another.  I would like to recieve a degree (edu. bene.) and the buy out.  Do we get this choice?

A) It is unclear whether or not buyouts will be offered as of June 23rd, but an informational meeting regarding these and other issues will be held at the Union Hall on Thursday, June 26th, 2008 at 1:00 p.m. and 3:30 p.m.  It is advised that you attend one of these meetings.

Q) For us Union Brother's and Sister's that have only been here since 07' will we be treated like all of the other Union members and be offered a buyout option if there is one? I feel that we have giving our time just like everyone else, and that we should get the same opportunity as well for a buyout. There is alot of people that agree that we do not get the same treatment as the other Union members that have been here longer.  We would just like to have the same treatment as all the of members of the Local 696 Union. We are called Brother's and Sister's of the Union then show us the same treatment as you would your real Family and fight for us too, cause there is alot of us that don't feel we are. Also if there is a re-application process to see if we go to Trotwood or West Chester I believe there should be a vote to see if that is what needs to happen. So please show us you are there for us also, because it is not fair to do a re-application process without voting on it first. We all have future we need to plan for. Thank you.

Response date 06/15/08

A) In response to your question about buyouts for ' 06 or ' 07 employees, it is unsure to us whether or not these options will be presented to you.  I can assure you that on a local and international level we are doing all we can to get all of our union brothers and sisters the benefits they deserve.

In reference to the reapplication process, it is not completely sure how this will be handled, but if employees leave due to buyouts or retirements, the current list will not accurately depict the workforce.  We will keep you posted on any reapplication process.

Which bldg do i have to be in to recieve my remaining $35,000 lump sum payments? If a buy out is offered will they still recieve there remaining $70,000. This was apart of the contract signed almost a year ago. thank you

Response date 06/10/08

A) A number of submissions surround rumors floating around the shop about the negotiations that have been going on up north over Needmore and Flint.  Until the International Union comes in with a signed deal and explains what has been agreed to, we honestly don't have these answers.

  • GM is paying the stand-by pay

  • You will receive the $35,000 no matter which place you go, including the stand-by pay

  • To receive the $70,000, you must be employed (active) on October 1st, 2008 and October 1st, 2009

Q) I have a comment to make in response to some of the nastiness I'm reading on here.I have been employed here for ten years.I applaud all of those who CHOSE to take a buy out and be able to move and have things work out-that's great. But let's keep in mind, that it was a blind decision in the first place!the stress we have all been thru over the past 3-4 years has been crazy!it's not just that easy when you can't sell your house, your husband works for the city and would have to leave his $30 an hour job for me to follow a sinking company-look around-Truck and Bus is done in 16 months.Don't tell me I should have left and by staying now I don't deserve anything-I know many who disagree, including the governor of Ohio.I also have a family here with many health issues etc...what I would like now and what I do deserve is the option for a buyout-of any kind so I can go back to school and get into a new career and get away from this mess. It's not fair for someone to write in and make assumptions, when they damn well know circumstances are different for all of us.You think about that-don't dare judge anyone.  Good Luck to everyone because it's been a long road and I have worked very hard there, as did my dad for 26 years in skilled trades.  You tell me if at that time you KNEW you were making the right choice!  You bet they owe me-at least an option-cause I'm moving on.ps The end of an era lunch delphi is giving us on Thursday is a slap in the face!  I won't be there and they can shove their chicken you know where!

A) I can assure you that the committee and myself are on the floor every day.  Unfortunately most of the time is dealing with absenteeism.  The rest of our time is consumed preparing to transition out of Delphi, settling grievances and sorting through 60 years of paperwork.  We have also began preliminary talks with the James Group and SPO.

Q) My Wife was in a very serious accident at home on October 7th, 2008 (one week in to the new benefits deal). My Wife worked for Delphi-Needmore operations for 7 years(over two as a temporary) before the accident. For the first month of her surgeries and Doctor appointments she had no coverage. There was little to no help on the behalf of the Union (this will probably not get posted now) on this issue and her benefits representative acted annoyed that we even asked.

Here is where our family is at with her injury hapening right after the new contract

We have paid over $4,000 in medical bills due to no coverage on "Doctor appointments", Physical therapy $252 per visit, and deductibles.

As with all others her pay was bought down to $14.50 per hour but she looses over $200 per week (over $10,000 per year) of that money due to her accident and inability to return to work.

She receives $400 week for disability before taxes and if you do the math from above she pays $200 of that from her buy down money.

She does not know when she will return to work and if there will be a job there when she can. All Union Members are hurting right now and this is where we are at.

As a card carrying Union Iron worker, I asked her to vote no on the last contract. There were provisions in the previous contract to protect all members against plant closures and finding new jobs. This latest contract set your Union and others back years. Now that the Democrats are getting back in office they will fight for labor law but it will be too late for those who caved to imperalists.

We wish you all nothing but the best.

A) The picnic lunch on Thursday, June 5th, 2008 outside the building was provided by Delphi and local management.  This lunch was provided in order for current employees and retirees to meet up one last time at the plant before this operation closes at Needmore Road.  The Union provided picnic was held on June 8th, 2008 at Silver Lake Beach in New Carlisle Ohio.  The regular monthly meeting was held at 12:00 PM at the picnic.

Q) This segment is called the question and answer segment.  Not the let's hear what the people who left have to say.  If you left Delphi why are you still checking the Local 696 question and answer segment.  You supposibly moved on with your life so do so.  Move on.  I don't give a crap what people from Fort Wayne or wherever else have to say.  This is supposed to be for questions and answers from our members. About things in our union and plant.  Why is it that when it's a comment you decide to post its always one praising the union. I hope it turns out great for all of us.  However, I'm sickened reading all these statements from the people that left that still feel the need to voice an opinion on a union they chose to leave. Enjoy your life and voice your opinions to your own union!!!! A) Local 696 leadership encourages all comments and questions, even from other locals.  Many locals do not have an avenue to express their feelings and concerns like our Local does.  With that said, once a subject matter has been answered repeatedly or becomes repetitive, we post all entries to a common answer.

I would like to comment on a submission posted 03/06/08 as follows:

"my husband and I moved to Ft. Wayne 1.5 years ago to keep our jobs I occasionally check in here to see what is going on there. It always amazes me to read the "Buckley bashing". Frankly you couldnt pay me enough to do his and Brians job.You people had every opportunity to leave but were to afraid to go.moving isnt such a bad thing, scary yes but things are pretty good over here, you dont here the doom n gloom every time you go into work, but be ready to haul your but into work every day.So next time you get the chance take the relocation,go or you have no one to blame but yourself. In closing I guarantee not one of our union reps would go to jail for us like Joe has for you."

It is quite presumptuous for this person to think that all the people that remained in Dayton stayed because of fear. My wife and I had much time and prayer behind our decision. Aside from all the normal concerns with a move, We have two family members with health concerns in the Dayton area. Also, just because I did not make the choice to go to Fort Wayne, doesn't mean I do not "haul my butt into work everyday". Every job I've ever had, including the one's at Delco Moraine, I've reported to on time everyday...Period!

Thanks for letting me vent!

I want to congratulate everyone who ran for office and won in the last election. I also believe that anyone who ran and didn't win, should stay active and do whatever it takes to keep our local funcional in this community. I feel it is important to stay active and work for your membership to keep our presence known in whatever area of Local 696 you end up in this trying time of transition. I would also like to thank the elected officials who decided not to run and for their prior service and hope you continue to serve this membership. Joe Buckley, you decided to come out of retirement 3 years ago because you knew your experience would be detrimental in helping this local survive. it turned out to be the most trying time for this local and its members and I thank you for being there. Many of us don't realize the sacrifice and dues this man has paid to this local and the good he's done for the UAW over the years. Hell, he even went to jail for us. How many can honestly say they would do that in defense of UAW principles?

Thanks again everyone, and good luck. Soon we will have been here 70 years. Let's start the next 70 building on those philosophies and continue making our mark in organized labor.

My husband and I are former Delphi employees who made the decsion to transfer to Fort Wayne about two years ago.We are very happy with are decsion and are releived to be at a profitable well managed plant. I am constantly amazed by the people who assume and demend that GM and Delphi keep offering Buyouts and special programs for Delphi employees. GM has offfered chances to transfer, buyout down and buyouts over and over again- people have chosen to sit around waiting for the next option like something is owed to them.... GM and Delphi have been very generous with their programs to help us, why is it that some people never feel like it is enough? Many companies close and their employees are out in the cold, I believe those who have not made a  decsion by now dont deserve anything!

Q) I know its all rumors and speculation at this time, but id like to add a few comments. If a buyout is in the works we need to stick together and demand more than what has been previously offered.$140,000.00 sound good but if u can stick it out for just one year u will make that. There are no jobs out there and that money will go fast. It is my opinion that G.M. will not find us jobs. there just simply aint none. so why not sit at home. keep ur insurance collect Two $35,000.00. get paid an hourly wage, save your gas of driving to work, and possibly get a part time job or go to school. Now, G.M. needs us to leave. We have the advantage now. i do admit its a gamble either way, but i cant see gm paying us to just sit at home. They want us gone. If the offered American axle money to help them with a strike. offered delphi money to help them out im sure they have some left offer cash stashed. i hope our national leaders read this. i have an idea. $150,000 plus at least a $20,000 vehicle voucher. This would help stimulate the economy. If u use ur voucher, it helps car sales for gm and keeps more of our UAW brothers and sisters working. if you dont use it, well it saves gm money. its a win win for everyone. thank you for posting and reading this

Q) I HEAR THAT GM WILL BE TAKING OVER THE TROTWOOD SITE, INSTEAD OF JAMES GROUP... AND BECAUSE OF THAT A NEW APPLICATION PROCESS IS SUPPOSE TO TAKE PLACE, GIVING THOSE WHO CHOSE WEST CHESTER, THE OPPORTUNITY TO CHOOSE TROTWOOD NOW... IS THIS TRUE? IF SO, IS IT FAIR FOR THOSE WHO ORIGINALLY CHOSE TROTWOOD TO BE BUMPED OUT OF THEIR POSITION, AND FORCED TO WEST CHESTER?

It would be nice to know if you are even close to being able to get somewhere. Can we at least get a snapshot of the plants? I don't believe this is unreasonable.

A) The UAW Constitution requires  nominations and election of Local Executive Board and Bargaining Committee positions to be held in the May and June timeframe of the election year.  The Constitution also requires written notification to the membership of time and place for such nominations and elections.  That notification is being mailed out on Wednesday, April 30th, 2008 and will be posted on this website as well.  Eligibility for seeking nomination and election to Executive Board and Bargaining Committee positions are included in the notice.  Eligible members can seek and hold a position on the Bargaining Committee and Executive Board at the same time.  Attached are the individual positions of the Local Executive Board and their responsibilities as taken from the UAW Constitution.

Response date 04/22/08

A) To post a list of member's individual transfers to other locations could be considered a violation of their privacy and therefore would be improper to post.  In regards to who will Local 696 be comprised of.  Nominations for Local 696 Executive Board officers and Delphi Shop and Bargaining Committee are scheduled for 1:00 pm on Sunday, May 18th, 2008 at the Local Union Hall.  The election will be held on Thursday, May 29th, 2008 at the Union Hall.  As people are transitioned into the new operations and locations, elections will be held to elect a Bargaining Committee at each individual operation.

Q) is there a list of american made cars

Response date 04/18/08

A) In response to the question about American made cars I have included a list of UAW made cars. The is an on going debate. CARS.COM is a very helpful site in determining how much of a car is made in America. They publish list several times through out the year of the top ten American made cars. Just search CARS.COM with American made.

The top ten on December 26, 2007 was:

1. Ford F-150
2. Toyota Camry Solara
3. Chevrolet Silverado 1500
4. Chevrolet Cobalt
5. Ford Focus 6.Toyota Sienna
7. Chevrolet Malibu Maxx
8. Pontiac G6
9. Ford Escape
10. Toyota Tundra

The American Automobile Labeling Act enacted in 1994 mandates that new cars display its percentage, by cost, of parts originated in the United States. Hopefully this is helpful to you with the purchase of a vehicle. You can also find at UAW.ORG under UAW made list of all kinds of consumer products that are made by UAW members along with UAW made vehicles of past years.

Q) If I put in for West Chester SPO when is my flowback date? Will I be put on West Chester's payroll on protected status, this being my flowback or will I be put on protected status and my flowback date be when I am called to work at the West Chester location? This is important in relation to how long I carry closed plant status.

Response date 04/18/08

A) If you apply for West Chester SPO and are accepted then once Delphi cuts you loose and you are then put on the GM payroll as a GM employee your flowback ceases because you are now part of GM and the intent of the flowback language is to get you back to GM.

Your closed plant status, if eligible, ends when you become a GM employee.  You then can utilize Appendix A of the national agreement to move within GM.

Flowback opportunities and closed plant status, if eligible, remain for the same length of time as the length of your seniority.

For purposes of defining eligibility to be able to flowback you have to have seniority prior to October 18th, 1999 and have a valid flowback application on file by October 1st, 2007.  To be eligible for closed plant status you would have to have been hired prior to October 18th, 1999.

Provisions for our members hired after October 18th, 1999 and prior to October 8th, 2005 are detailed in the UAW-Delphi-GM MOU effective July 19th, 2007.  This group is not eligible for the treatment of the pre October 18th, 1999 seniority members.

Q) I dont understand rewarding someone with say 10 years of service but 50 years old, more than someone that is 45 with 24 years of service. There are people that can pre-retire who are under 50. What does ERISA have to do with it? I think it should have been something more fair like a point system. 40age+20years=60 would at least be the same as 50&10. No benefits and a buyout after 24 years of service is putting it mildly "A shame". I spent more than twice as long with the UAW than someone who has 10 years.

Response date 04/18/08

A) Unfortunately, there will be members that does not meet the criteria for retirement. ERISA is a federal law that set minimum standards for most voluntarily established pension and the corporation must adhere to the law.

Here's the retirement eligibility criteria for UAW/GM/DELPHI employees per contract.

1. Normal Retirement – Age 65 or older

2. Early Voluntary
a. 30yrs of service or more (30&out)
b. Age 60-64 with 10yrs of service
c. 85 Points (Age 55-60 combined with years of service total 85)
d. Mutual Age 55 with 10yrs of service
(Age 50 with 10yrs under special attrition program [SAP])

3. Total and Permanent Disability Retirement (T&PD)
a. Must be totally and permanent disabled
b. Must have been off work on disability leave for 5 months or more
c. Attending physician prognosis must indicate “NEVER” as to return to work of application
d. Must have at least 10yrs of service
e. Base upon medical evidence satisfactory to the Corporation and approval.

4. Deferred Vested Pension
a. Must have 5yrs of credited service
b. Seniority is broken
c. NO benefits included
d. Pension payments begin at age 65
(As early as age 55 but pension is greatly reduced)

Response date 04/17/08

A) As your Shop Chairman, I have done everything possible to help reduce the impact of our plant closing on the membership.  Having spoke to some of the other plant's Presidents and Chairmen, Joe and I have pushed for the International Union and Corporation to exceed what they have done elsewhere, which they have done.  The bottom line is no one here locally, and as far as I can tell no one up North knows where the rest of the jobs are going to be.  Everyone's situation is different, so no one answer is correct for everyone.  If you would like to discuss your options further, come see me in the office or give me a call.

Response date 04/17/08

A) The International Union has assured me that you will flowback to the traditional wages supported by the language on PG 6 Para. 2F of the 2004 UAW/Delphi/GM Memorandum Of Understanding Delphi Restructuring.

As for the monies, Para. C1 on pages 4 and 5 of the MOU states which closed plants get the closed plant allocation.  We are not one of these, so the normal relocation allowances apply.

Q) Once again UAW local 696 is doing their membership a fine service by allowing this question section. As a reminder while many of you are concerned about Westchester / Davision road / James plant ( flow back to GM ) these were ALL GM SPO jobs. So while you complain to your local leaders about lack of info try and feel what the 250 plus members who have been displace may feel like while many of you will now be doing  what was once their jobs.
DIVIDE and CONQUR ... I GOT MINE ... I WANT MINE ... gezzzzzzz people you got a LOCAL who allows you to post questions here and they give you ANSWERS ... and now to my question,  when will the West Chester plant be running full? Why can't SPO GM people have a 96 move?

Response date 04/17/08

A) The new Westchester Operation’s initial startup is scheduled to begin in September of this year.  There has been no date given for when the operation will be running full.  Paragraph 96 allows for UAW members to follow work that is relocated from their location to another UAW represented location.  If you have the need of any further clarification of Paragraph 96 you should contact your Local Leadership and/or your International Servicing Representative.

Q) When things start winding down more, instead of isolated lay offs, why not let employees start the payed waiting period until the new plants are ready? It could be done in reverse seniority order. This would cut down on changes in shift hours, dept. training and general chaos.

Another question, if there will be a third location how can we be asked to choose where to go if we do not know ALL the choices?

Thanks!

Response date 04/17/08

A) We are currently working on an agreement to volunteer for this as their jobs go down instead of flowing them through the plant.

No question just 1 comment 35,000.00 dollars divided by 52 weeks divided by 40 hrs = 16.82 dollars a hour + 14.50 / 18.00 a hourly weekly wage  equals 31.32 / 34.82 plus a hour ., for a minimum of the life of the contract 3 plus years . So when you say just 14.00 / 18.00 take a quick look back at that 35,000.00 deposit that skilled trades did not recieve and you will continue to recieve .       By the way this contract was passed by your union " Thats you " not just  Brian Cole he is our elected Representative treat him as such , but in that reguards talk with all the facts not just with the points that surve your agenda . Your doing a good job Brian under the circumstances , " Hang in There Brian "  Your Union Brothers !

Q) I retired from Delphi may 2006 after 30years my local was UAW969. On my april pay, I did not rec a raise. I have noticed an increase on amount I have to pay for benefits. I was under the understanding that the raise was to help cover expenses when our insurance was changed by General Motors. I had the understanding our rights as a gap protected employee we would get same retirement as the ones that with all their time with GM. I talked to Fidelity and they stated that our money comes from Delphi which is still in bankrupcy so all monies have to be approved by the courts. It sounds like we might be getting the shaft again??

A) No, there will not be any assistance while in the job bank.  Since you will technically be an ACTIVE WORKER, you will not be entitled to federal funding for training.  You must show evidence that you are displaced (retired, buyout/severance, or layoff) to be eligible for federal training funds.

Q) I have submitted this question on two different times and I have not seen it posted yet, so I will try once again, as a Delphi retiree with 24yrs. with gm and 6yrs. with delphi I would like to know why my pension benefits are not from gm. I did not chose or was given the opportunity to remain under gm benefits even tho some of my brothers & sisters who retired a month or two after I did, mar,2006 are receiving their pension benefits from gm. Also, what is the check the box for retirees that you spoke of? I retired in Mar,2006 and was not told I could sign a form or check a box to retire under gm.I would have if given the choice.  Also in the contract highlights of the proposed Sept.2007 agreement it states that upon radification the gm workers impacted by the delphi spin off will receive the same pension, increases in pension lump sum and social security "creep" benefits as similiar gm workers.  I received the december payment, but when I called the delphi benefits center I was told I would not be receiving the increase in pension benefits retroactive to oct.2007. If we received the dec. payment and it was under the same contract why will we not receive the increase in pension and retroactive pay? would appreciate and answer to this question, thanks for any info

Q) I am a retiree concerned about our raise.I was told it is tied to
(Delphi) coming out of bankruptcy. Can you address this with a sane
   answer please.

Submitted date 04/06/08

Q) I called the delphi benefits to ask about the increase in the pension payments and the retroactive pay from oct. 2007, and was told I would not be receiving the payment.  I under stood that with the radification of the new contract that delphi retirees who were impacated by the spin off would receive the same pension increases, pension lump sum,and social security"creep" benefits as similiar gm workers. I retired in mar 2006 and received the lump sum payment in dec. 2006.  Why am I not going to receive the retroactive and pension increase payment?

Submitted date 04/03/08

Q) I would like to know why the UAW did not send Delphi retirees a letter letting us know what happened to our pension increase and back pay.  Our counterparts and GM received on April 1st.  We cannot get thru to the GM Benefit Center, you can stay on hold for over an hour with no one answering.  The worst part is not knowing what happen and why.

Q) On the question about the increase on our pension please tell me what does QDRO mean and what does check the box mean? Thank you for your answer

Submitted date 04/01/08

Q) In contract Highlights booklet Sept.07, it states upon radification that GM workers impacted by Delphi spin off will receive same pension increases pension lump sum & Social Security "creep" benefits as similiar GM workers.  If this contract was approved why are we being told the payments are still pending per UAW International. when will decision be made? This is not fair. What is the check the box retirees?  I retired in Mar. 06, and was not told I could sign a form or check a box to retire under GM. I would have retired under GM if given the choice. If we are receiving the Dec. bonuses under that contract why are we not receiving the pension increses under that same contract? Would appreciate any info, Thanks.

Q) well here it is April 1st and I just checked my account and the pension raise was not added again this month. I do not have a Quadro or any other issues. What is up??

Response date 04/14/08

A) Delphi retirees retroactive payment for pension increase will be July/August time frame per UAW International Representative.

What is a QDRO?
QDRO is a Qualified Domestic Relations Order (A Court Order) that assigns a portion of a member benefits to an alternate payee for property interest, child support or alimony and met the requirements of the Employee Retirement Income Act of 1974 (ERISA)

I did not chose or was given the opportunity to remain uder gm at time of retirement. why are some of my brothers and sisters who retired a month or two after me mar. 2006, receive their pension benefits from gm? Also what is the check the box statement you refer to,I was not presented with a form that had a check the box retiree or a form to sign to retire under gm.  Would have checked the box or signed a form to retire under gm if given the opportunity.

Q) As a delphi retiree,24yrs.GM,6yrs.  Delphi, why am I not under GM pension? I did not chose or was given the opportunity to remain under GM even tho some of my brothers & sisters who retired with me receive their benefits from GM. Whats up with that?

Response date 04/14/08

A) Your pension is provided by the corporation of last employment.
1. If you retired in 1999 or before your pension and healthcare is provided by GM.

2. If you retired January 2000 thru March 2006 your pension and healthcare is provided by Delphi.

3. If you retired April 2006 to present your pension is provided by Delphi and your healthcare is provided by GM if you signed up for the SAP.

On March 2, 2006 UAW GM/Delphi offered a Special Attrition Program (SAP) which provided pension from Delphi and the opportunity to check the box for GM healthcare/life insurance.

Q) You stated "Everyone will have to make this decision without knowing all the options available".
Well, many of us feel something fishy is going on, specifically, the date to turn in the form for what plant we want. I, as some others believe that maybe certain people are getting inside information about the third location to base how they fill out the form. To say the deadline will not be extended under any circumstance, to extending it to the following Monday, THEN extending it beyond that. Employees have been told they can't change their paper if it has already been turned in. There is NO reason why, under the circumstances, if an employee has already turned in their form that they could not get access to it to modify it. Please explain this Brother. You can't blame any member of this local for being untrusting considering everything that's happened.

Thank You For Your Time

Response date 04/14/08

A) We asked the International Union to get the application period extended and they did, now to April 21st, 2008.  As for this being fishy, you the membership said that only having 1 week to make this decision was not enough, so we did our best to give you more time.  If there is an issue about the application, please contact your committeeperson.

Q) When the 40 hrs a week is done and we are told the show is over, are we the new generation of workers still be able to receive the $1500 a month promissed to use under the exsisting contract, or our we under a new contract. Will we time count when we our out under the 40hrs a week to add on to our $1500 a month or does is stop the day we start our 40hrs. A response will be nice thanks

Response date 04/14/08

A) There is no understanding that this 40 hours a week will ever end.  This is an open ended agreement.  The $1500.00 a month is if an employee is put on permanent layoff, which we are being told will not happen.

Response date 04/14/08

A) I don't understand what you mean by GM umbrella.  Our understanding is that this will last until we are placed in to jobs.  The process that was explained is the new jobs will be offered from highest seniority down.  If no one volunteers, then they will be force filled from the lowest seniority up by trade.

Q) Wouldn't it be a good idea, once an employees job has finished for good, let them begin the payed leave until the new plant(s) are ready? This way an employee wouldn't have to be concerned about being put all over the plant. This would give the employee an incentive to concentrate on their job, possibly finishing the build out quicker.

Q) Brian, how is it the new skilled trades people are being taken care of beyond the severance package already negotiated for them? The traditional people deserve the same consideration that's not being given!! GM wants to get rid of us, but they want us to quit!! They seem to have plenty of money for employees with no time.45000.00 for under a year of service, now 15-18 months of service and  go home and draw a regular pay check. What gives?? You never said a word after your introduction to our guest!!! Your letting us be screwed!! We deserve better Brian!!  After having our pay check cut by more than half you should be standing tall for the membership to see!! Fighting for us. We don't hear from you or see you!! Maybe if your check had been cut you would fight for us!!  It would be nice to take a vacation to Disney World Brian, but you know brother we can't afford it now!! With out production people we don't need skilled trades. And guess what were as skilled at our jobs as you are yours!!!!! It seems your saying after all these years that skilled trades are better than we are!!!! What happened to being treated equal and fair?

Response date 04/11/08

A) We have been in ongoing discussions with management about this very subject.  Any progress will be communicated to the membership.  As far as the 3rd location, no one knows what it will be.  Everyone will have to make this decision without knowing all the options available.

A) They will be a 3rd party under GM.  In the meetings it was stated by both the GM Representative and the UAW Representative that there is no end to the standby pay until you are offered a job in your classification in the Dayton area.  I would say if you turn down that job, that you would be considered a voluntary quit and then the standby pay will stop.

I know you're out there. Dave Shores, Bob Morris, Jennifer Smith, maybe you guys have an archive of pictures somewhere. Maybe you can post some past issues of Union Eyes on here. Maybe since the budget obviously doesn't allow for mass mailings of it anymore you can start a link to an E-issue of Union Eyes. I hope it still exists. I know there are many more important things to deal with these days so I understand the pecking order of things.

Q) Why isn't there any information on this website about the food bank and other help for the UAW members who are laid off due to the American Axle strike.  One would think they could go to their union web site for such information.

Response date 04/03/08

A) As of Tuesday April 1st, 2008 the local United Way committed 50,000 dollars to establish two additional food banks, one at Local 696 union hall and the other one at Local 798 IUE union hall.   Each location is to serve their respective laid off members.  We just confirmed that the food will be delivered to our Local 696 hall on Monday, April 7th, 2008 and the food bank will be open from 9:00 AM to 3:00 PM beginning on Tuesday, April 8th, 2008 and will be open again on Thursday, April 10th, 2008 from 9:00 AM to 3:00 PM to serve those laid off members in need of service. Members qualify and receive food vouchers once a month by submitting proof of UAW Local 696 membership at time of request.  The food bank will continue to be open the same days and times in each week to follow until the food has been exhausted.  We are grateful to the United Way for their assistance to our members in our time of need.

Q) I think it would be a good idea to create a page listing the Retiree Executive Board members with pictures. Since our brother Tommy Stewart passed away I haven't heard who was elected or appointed to fill that position. I know that's been awhile ago, but those of us living in distant communities around the United States either only have word of mouth or this website. If it's already on here somewhere, please respond with directions how to go there, or if they have their own website. Thank You

Response date 04/02/08

A) Your point is well taken and we apologize for not having recognized our Retiree Executive Board previously.  Vice President Richard Hasenjager assumed the unexpired term of the President’s position after Brother Stewarts passing.  The term of office expires for all Retiree Executive Board members in May of this year.  As a matter of fact, nominations for the Retirees Executive Board will be accepted at the regular retirees membership meeting on Monday April 21st, 2008 and the election will be held at the regular meeting in May 2008.  Once that election is held we will post the results along with pictures of the new officers and their positions.  Thanks again for your suggestion and feel free to submit any further suggestions that might help make the website more informative.

I wanted to make a statement about some of the Local 696 members comments and attitudes. While working on the floor I hear many people(majority 2006 hirees)complaining about their union and what they think they are entitled to. I am an '06 hire myself, and I know how hard my local and international uaw representatives work for me. I try to let as many members I know understand the difficulties our union faces. In order to help,we must get involved in our union and politics in this country.I am tired of hearing how people want more,or why did my union brother or sister get this or that and I didnt, grow up,you, like me got a good paying job for the next several years. This was not promised us when we walked in the door, but thanks to our union we are permanant. What happened to the American spirit,we should not be fighting amongst ourselves,we should stay UNITED,this is the only way these organizations(unions) can and will survive. God Bless, I had to get this off my chest, and keep up the good work Local 696 Leadership.

Q) well here it is April 1st and I just checked my account and the pension raise was not added again this month. I do not have a Quadro or any other issues. What is up??

Response date 04/01/08

A) Fidelity has informed us that the target date for the UAW newly pension increase is April 2008 and will be retroactive back to October 1, 2007. However, members who have a QDRO may have their increases delayed until May or June.

Pension raises for UAW Local 696/Delphi members that retired during January 1, 2000 till present (including the check the box retirees) are still pending per UAW International.

The basic benefit increased is $2 per year of credited service. The Benefits Office CAN NOT give an exact amount of your increase this will be determined by Fidelity based on credited service, age when you retired, and type of retirement. Please contact GM Benefits Service Center at (800) 489-4646 for details.

A) To answer the first part of your question, the term flowback would not apply to you.  You, not actually having worked for GM, don't have flowback rights.  You have transfer rights to GM (which means you were hired in before October 5th, 2005).  The difference is, when you flowback you take your time (seniority) with you.  If you transfer, you will keep your corporate time for your pension but your seniority will start over the day you get there.

Having said that, the rollout dates for the GM Special Attrition Package that were given to use in Chicago at the Sub Councils last month, showed them fully rolled out by the end of March.  Any employee signing up for one of the packages would exit their plants at the end of June.  So, it could be July or even August before we know what needs there are and we've just recently heard that the American Axle strike had idled some plants so this may push these Special Attrition Package dates back even further.

I'm not sure I understand your question about the GM plants in Indiana, but I don't know about any problems they are having.

Next, I'm not sure what you mean by Westchester and Trotwood plant acceptance plan, but if you mean how will you transfer from here to there, you will be given a transfer preference to fill out and your seniority will determine where you end up.  The Bargaining Unit is presently working on setting up the times for GM and The James Group to meet with the membership to answer these and other kinds of questions.  We will be passing out a handbill shortly to inform the membership of these times.

Lastly, I understand your feelings of uneasiness.  Nobody likes change, and I personally am sick of the "slow death" that this plant is going through.  I wish there was something I could say to make this transformation easier.  Hopefully the information we receive over the next week will help.

Q) Do to the plant layoff at Johnson Controls what is going to be done with our insurance and how long are we going to have it as in medical and dental

Response date 03/27/08

A) The medical insurance per the contract will be paid for by the company for the remaining weeks of March and all the weeks in April.  Dental insurance is separate from medical and will be handled as it has been in the past, which is during shutdown periods such as July and Christmas or a defined layoff period not to exceed two weeks, the dental and medical will continue and the premiums will be caught up upon our return from such layoff.  Continue to call the hotline in order to receive new information.  You may also contact Harry Osborne at 384-5273 for options pertaining to your dental coverage which ended on March 18th 2008.  We will continue to try and communicate through the hotline as well as the website.  Feel free to contact me at any time at 937-361-1244.  Sorry about the delay and inconvenience.

Your Bargaining Committee is in the process of setting a time for a meeting with the membership to discuss your concerns and attempt to answer any questions that you might have over our current layoff situation and the impact it is having on our laid off members.  We will attempt to schedule such meetings by the end of next week and post the date and time on this web site.

We recognize the hardship that the strike has caused on everyone however an even greater hardship will befall our UAW brothers and sisters at American Axel if the company is successful in imposing their ridiculous demands.  We urge your patience, consideration and most of all your continued support for the efforts of the UAW members at American Axel and their fight to survive.  As UAW members, their fight is our fight just as an injury to one is an injury to all.  Through solidarity we will survive.

Thanks Joe & Brian for allowing me to post here on your site.
The answer's to questions here are very helpful. While I do understand some members anger with the lack of information please know that your Local 696 web site has been a great help to myself a Local 653 member.
Our local is losing work to West Chester & Davision Rd. We are downsizing over 240 people many of whom are new hire's who CAN NOT go to West Chester or Davision RD even at a reduce rate.
These new hire's can put in for other GM plant's and be able to go to Willow Run or Lansing on 96 moves.

A) If you were hired prior to the October 8th, 2005 date, a lot of GM plants should have openings July 1st due to their SAP program.

A) No one from Delphi or GM who is not already at an SPO can transfer to a SPO.  I hope this changes, but at this time it is a cold hard fact.  The phone numbers we have for other locals are posted on this website.  You can find a link to this information under the Delphi section from the main menu or you can CLICK HERE.

Q) How unbeleivable is it that tempoary UAW memebers at G.M with 1 year seniority were made permanant and will receive full wages while former G.M. UAW members, some for over 20 years who are now Delphi employees through no fault of their own, are at half wages and now are left with the very undesirable choices of continuing to make 14.00 if they do nothing or pull up their family and tranfer 100s of miles a way and take a job on an assembly line where they will probabaly hate and be sore for the next ten years or until they can finally retire. I know this is not the locals fault but it just doesnt seem fair and I just cant get over how our international brothers and sisters let this happen to the long standing memebers of this proud union...Joe where do you think we went wrong ?

Response date 03/20/08

A) I believe we have missed the point that Delphi was in bankruptcy proceedings and was threatening to have the court terminate our contract.  If in fact the agreement would have been terminated, the Union’s alternative would have been to strike a corporation that was in bankruptcy, possibly jeopardizing everything including putting GM in to a position of filing bankruptcy as well.  The Union chose to salvage as much as possible and protect as many as possible.  A position that has been difficult to accept and has caused our members to make equally difficult decisions for their future.

In today’s time when more and more corporations and employers are going out of business and moving their operations elsewhere without any regard for their employees, our union has been successful in holding corporations like Delphi and GM responsible to our members by forcing agreements for special attrition packages, flowbacks and the commitment for new or replacement work for communities like Dayton that would have been otherwise devastated by the total loss of jobs associated with Delphi’s bankruptcy.  In summary, while our alternatives for our future job security require difficult decisions, we are fortunate that we have those alternatives unlike a great number of current unemployed workers.

As for where we went wrong, we probably all could have been more vigilant in holding our politicians accountable for our current foreign trade policies.  When the law allows corporations to file bankruptcy only on their North American Operations in an attempt to run from the Union’s and decent wages and benefits only to expand their operations outside this country using exploited labor.   Our future as the working middle class will continue to be jeopardized.

Through unity and support for the union and each other we have achieved what we have, and only through that same unity and support will we be able to regain what we have given up.

I would just like you to post a statement.  I hear all the "New" people mad about everything being focused on the traditional people, and wondering why there is never anything said about what the new people are getting????  I was new back in 99 and I understand why they would be angry. I worked for two years as a temporary and had no benefits, no vacation days, and was told I wouldn't be here a year.  Again I understand why they are mad, but nothing has changed since the day they started.  They were all told the same thing I was when I started, that this is a temporary job.  All the new people are much better than I was a year into this job.  They have no salary cap, became permanent right away with benefits and vacation days, and are guaranteed a job for 7 years!  I have no idea what else they want?  I know when people see everyone around them getting $ for buyouts whatever, they want that too.  But, the new people need to understand that the people getting this $ just lost half of their pay and have put their time in to deserve this $.  I was in their shoes at one time at the bottom of the seniority list, but this is the way it works.  Hopefully one-day work will stop going overseas and we will have the opportunity to grow and hire more people and they will get their time in and be able to move up and feel more secure.  The only thing I can say to the new people is to get involved in the union and come to the union meeting and express their concerns.  Also, stand united!  You might not like the people you work with but they are your union brother or sister, and there are strength in numbers.  Learn the contract and hold management accountable when they violate it.  The stronger we are the more we can gain for ourselves in the future. Buy Union / buy American and support yourselves and other US workers buy supporting others like ourselves!!!!!

Response date 03/19/08

There was an answer posted on 03/13/08 from a previous question that answers your question.  I have included a copy of that question's answer below.

A) Fidelity has informed us that pension increases have been moved to April 2008 due to system updates and members with a QDRO to May-June.

What is a QDRO?
QDRO is a Qualified Domestic Relations Order (a Court Order) that assigns a portion of a member benefits to an alternate payee for property interest, child support or alimony and met the requirements of the Employee Retirement Income Act of 1974(ERISA)

What is ERISA?
ERISA is a federal law that sets minimum standards for most voluntarily established pension and health plans in private industry to provide protection for individual in these plans.

A) I don't have any idea if we will get one or not.  But IF IF IF we do, I would guess that it would mirror GM's.  Their people have to be out by July 1st, 2008 I believe.

Its time to make a stand together!! We are thr union, not the International!!!Ron Gettelfinger has had the chance to take care of this spin-off mess twice and has done nothing! His brother and sisters stayed Ford employees!! We should have remained GM workers. If we can't stand united as one we will continue to fall as we have since this whole spin-off began.

Q) Are we going to get the age restriction lifted from the future retirement offers? Why does GM care if were 50 yrs. old or not. It will cost GM an extra $1200.00  a year for every year they make us wait. I have 23yrs. in and to have wait 2 more yrs. and hope GM is still offering early retirements. There could not be but about a dozen of us left that's in this situation.

Response date 03/13/08

A) No. At this current time the Corporation gives no indication that the age restriction will be dropped.

A retirement under the Mutual is Age 55 with 10yrs of service [Age 50 under special provision for Special Attrition Program (SAP)]. The Corporation did drop the age limit by 5 years for the SAP.

GM is in accordance with The Employee Retirement Income Security Act of 1974(ERISA).

A wildcat strike is still needed today!! Where's the answers to our local problems and issues, and the hand bill the other day doesn't answer them or take care of them! The $35000. became the main issue and everything else went by the wayside and we were once again left holding the bag and still waiting for a resolve to our issues!!

Q) we were only hired so we could get the uaw the 600 mill. dollars delphi offered to buy the vote of the uaw. we could'nt vote if we were temps.as for west chester lets see how many 06 employees get in there being its a gm plant not a third party.

Response date 03/10/08

A) I guess we could argue over the reason, but most important is that you were hired in thinking the job was temporary.  Subsequently you were converted to permanent with full wages and benefits under the UAW/Delphi Supplemental Agreement and now under the UAW/GM/Delphi Agreement your employment is secured with the commitment of 750 jobs until 2015.

Your claim that temps were not permitted to vote is completely inaccurate.  The membership was properly notified of their right to vote and in fact a great number of temps did participate by casting ballots during that vote.

Finally, members will be allowed to transfer into the new job opportunities by seniority.  The same way we currently fill job opportunities in the plant, and the same way we have long before your employment into the plant.

Q) Hey Brian and Joe,
This website is a wonderful tool to convey information and answers to concerns to the members. Unfortunately, lately it seems as if discussion contents or information possibly compromising sensitive talks between union leadership and management have also been published. I would hate to think we would be affected negatively as a result. If you've noticed on other local UAW websites, a member id is required to access the site along with a subsequent userid and password and you can't access them unless you are a member with those rights. Our webmaster should be able to create this format as well as a possible 30 day notice for reset to decrease possible management infiltration. However small this concern, you have to admit the Dave Elliot types will use any means possible to have an edge in that side of their argument, especially when those entries expose possible weaknesses in our membership through their concerns and questions aimed at our own. If submission anonymity is a concern, this format can retain that. Then again, if these submissions weren't anonymous, you might not get some of the cowardly bashings that seem to be more prevalent in the delicate times such as these. Union Leadership is a thankless job when you're doing great things, but let a rumor get out that infers a mistake has been made and your Dan Lambs of the world come out of the woodwork to poison those not so well informed. Who knows? Maybe you could post General Meeting minutes on here to the entire membership if that integrity was established. Since the entire membership would never fit into the hall, it would only be a tool to create more union awareness. God knows we all need as much of that as we can get.
         Thanks for all you do,
            An Avid 696 Fan

Response date 03/08/08

A) Thanks for your comments and concerns.  The leadership is sensitive to the information that is posted on this site and nothing is posted until reviewed by the President and/or the Chairman.  We are proud of the web-site and the benefit it provides to the membership.  The opportunity for our members to freely ask questions, express concerns and voice their opinions, allows the leadership to respond to issues we might have otherwise not been aware of.  I believe allowing members to express their frustrations and opinions whether negative or positive gives integrity to this forum and the leaderships desire to hear and attempt to address them.  In the future, we will continue to be sensitive to what is posted and address all concerns to the best of our ability.  Thanks for your comments and we encourage your continued use of this web site.

In closing I guarantee not one of our union reps would go to jail for us like Joe has for you.

Q) After reading the latest talking points handed out, Why is the focus always on the traditional people. Look at the amount of dues being paid. We '06 hires out number them and there seems to be very little concern about our future. When one of the union clowns on the floor walk by they tend to focus on the traditionals. As for me I have grown to dislike most of them as lazy and rude pieces of crap.

Response date 03/07/08

A) Those members that were hired in 2006 were originally hired as temporary, through the efforts of the UAW International Union, all of those hired in 2006 were subsequently converted to permanent and given full benefits under the UAW/Delphi supplemental agreement.  At the time of this agreement, the future of the Dayton/Needmore operations was in jeopardy due to Delphi's plan to close the facility as a part of their bankruptcy filing.  This would have caused the laying off of all those hired in 2006 without any recourse under the contract.  The recourse for those members covered under the traditional agreement would be buy-out, relocate to another plant or retire.  Again, through the efforts of the UAW International Union, an agreement was secured that extended the job security for all those hired in 2006 by a guarantee of 750 jobs for the Local 696 membership until 2015.  In addition, the agreement provided an opportunity for the traditional members to remain at Local 696 as opposed to relocation, buy-out or retirement.  Keep in mind, the efforts by the union to secure these agreements was done during Delphi's bankruptcy and for the union to be successful in forcing the hiring of approximately 500 new employees from a corporation that was in court trying to relieve themselves of as many workers as possible, was a tremendous achievement in securing jobs for the future members of our union.

In regards to union dues, we are sure that we speak for a great number of UAW Local 696 members both current and retired that feel that the benefit of good wages and great health care far exceeds the amount of union dues we have paid in.

As for your comment about union clowns and your perception that we focus on the traditionals, we can assure you that the leadership focuses on the rights of all our members as provided to them by law and the local and national agreements.  We respect the rights of our members and their right to challenge and disagree.  Both the UAW International Constitution and the Local Union Bylaws provide avenues to appeal any action of the local union or its officers.  Further we provide this web site as a forum to anonymously ask questions or make statements without fear of recourse, allowing people like yourself to feel comfortable in making statements that are unfounded and unsupported.  Obviously we can't make you like us, but your choice to use the anonymity of this forum to call people names is not only rude but cowardly.

In closing, there are approximately 400 members with 2006 seniority currently working in the plant.  We would encourage you to get involved now in the Local Union because you are the future of Local 696.  Attend the regular membership meetings and volunteer for service on Local Union Standing Committees.

Q) Hello,
So the legacy employees with more than 23 years but less than 26 years are just out of luck, no chance for any partial retirement similar to what was reported from the IUE? (23 years of credited service, 3 year layoff then a retirement).

Another question, for the employees going to West Chester, does their remaining vacation time follow them or does it start over pro rated?

Last Question, any chance the start time in West Chester could be adjusted to reduce traffic congestion and travel time?

          Thanks!

Response date 03/07/08

A) 1) We have given the International Union a breakdown of our members in an attempt to get an SAP that will best fit our needs.  Since it is not done, I have no idea what the program, if any, will look like.

2) I spoke with the International Union.  Your remaining vacation time follows you just like it would if you were flowing back to GM.

3) There may be some latitude on shift times, but we won't know until local negotiations begin.

Response date 03/05/08

A) Well I’ve got nothing to cover-up.  The meetings did not fall apart.  I cancelled them, and we were hours away from a wildcat strike.  These actions sent a strong message and the issues were resolved an hour or so before our deadline.  As for the questions, I have no idea why they slacked off.  I answer every one that is directed to me.

Selling out IS NOT in my vocabulary!

Q) Was Friday a snow day?  How many people need to be absent to have a snow day? How many hours and do we get paid if it is declared a snow day?

Response date 03/05/08

A) Tuesday February 12th, 2008 there were 45% absent on 1st shift and 26% absent on 2nd shift.  Wednesday February 20th, 2008 there were 26.4% absent on 1st shift.

I have asked management for the time and attendance for February 22nd, 2008 as well.  The National Contract, Document #84 in page 526 states that 40% of the work force must be off to qualify for a Snow Day.  Unfortunately, it also states that the conditions are reviewed by Human Resources and they make the determination if conditions are bad enough.  They generally fight us on paying these monies, so we have filed a grievance for February 12th, 2008 1st shift, and it is in process.  I have a rather lengthy worksheet on how the monies are paid out.  If you would like to see it, come by and see me.

NOW THAT YOU HAVE GOTTEN YOUR POSTION YOU AND YOUR UNION BUDDIES SURE KEEP YOUR SEATS WARM IN YOUR OFFICE. BUT WE ALL ARE HOPING ELECTIONS COMES SOON.THIS IS THE MOST PITIFUL EXCUSE FOR A UNION. I HATE SEEING THOSE DUES COMING OUT OF MY PAY FOR NOTHING.ALL I CAN SAY IS, TO ALL YOU GUYS WHO HAVE BEEN BEEN SITTING IN YOUR OFFICES AND NOT TAKING CARE OF US ON THE FLOOR,DON'T GET COMFORTABLE IN YOUR POSTIONS.BECAUSE AS WE THE PEOPLE ON THE FLOOR HAVE COME TO REALIZE WE NEED UNION PEOPLE TO TAKE CARE OF US AND NOT THE MANAGEMENT.

Response date 03/05/08

A) It never ceases to amaze me when I get letters like these making vague accusations towards the Local Leadership and the International Union.  Having just got back from Sub Councils and hearing the conditions at the other plants from their Presidents and Chairpersons.  Let me assure you that in my opinion we still have the strongest local in the union.  All the other Delphi plants are operating under COA’s (Competitive Operating Agreement), or are about to.  Locally, we have been successful in holding management at bay in regards to a COA.  With the plant averaging 172 absent everyday, our committee has been inundated with absenteeism disciplines taking precious time away from personal committee calls.

On a personal note : I did not run for this job for power, glory or money.  Nor did I run to get out of work.  I did it because I have more experience and knowledge of the contract then anyone else who ran.  I did it to protect us all.  My dedication is to the membership, not management and I challenge anyone to prove otherwise.

A) As was stated in the answer that you referred to posted  on the Local Web Site on March 4th, 2008, discussions between the International Union and  the Corporation are still continuing but no agreement has been reached as of this time.  Again, as was stated in the same answer, if and when an agreement is reached, or if we receive any further information we will immediately communicate it to the membership.  Additionally information from the recent Sub Councils will be circulated to the membership beginning in the afternoon tomorrow March 5th, 2008.

Submitted date 02/25/08

Q) Just wondering where we were on the next round of buyouts.  I've been hearing lots of rumors on the floor, from there coming to Delphi wants us to agree to eliminate one job for every one person who takes the buyout.  Which is kind of funny, because I think we would be giving up jobs that were never there to begin with.  I'd take that offer.  And I hope our union is going to get us this one last chance to go.

Response date 03/04/08

A) Your local leadership attended UAW/GM/Delphi Sub Councils during this past week.  During this week we were able to have discussions with the International Union and was told that discussions are still continuing with the Corporation in regards to our recent request for a special attrition program for Dayton/Needmore.  At this time there has been no agreement between the parties.  The fact that talks are continuing provides hope that an agreement can be reached.  If an agreement can be reached we will immediately communicate that agreement to the membership.

A) According to my contact Tony Curington with ODJFS stated; Those employees deciding to leave their employer as a result of an agreed "ATTRITION PACKAGE" that includes incentives such as "BUYOUT OR SEVERANCE" after the date of August 5, 2007, are eligible for UNEMPLOYMENT COMPENSATION. You can and should inquire PRIOR to your departure by calling the Montgomery County Transition Center at 937-496-7397 or Tony Curington at 937-228-2142.

Q) This question is directed towards Brian Cole. Brian I was reading below a response you had to someones question about the new jobs and where they were going to be, and about how many were going to be at each place. I am going to post a copy of the part of your response that concerns me.

The current number of employees needed at the West Chester (GM) site is 160 production employees and 2 to 3 skilled trades.  The Start up date is July 2008 for the first 30 to 40 employees with the remaining employees in monthly increments of 30 to 40.  The Trotwood (James Group) site will employ up to 250 employees with the first 73 employees starting a four week training program in July and production start up on August 8, 2008.  The remaining employees will start in August 2008. Skilled trades will total approximately 10 employees.

Everyone in the Union has been preaching 750 jobs, now if you add the numbers up that you explain here you can obviously see that the number does not come close to 750 jobs. 750-423=327. Where are the other 327 jobs at? I am very concerned because I am kinda low in seniority so I know that the first 423 you talk about will not be including me. Did you just forget to mention them? Or are there no plans for them? Or is delphi just going to offer that 1500/month of credited service up to the 40,000? I look forward to your response!

Response date 01/23/08

A) The quoted paragraph is taken from a letter sent to us from the International Union.  I am unsure why the other jobs are not cited.  In addition to the 410 jobs cited above, there are going to be 140 trucking related jobs.  We have not been told who will run this operation.  Ramp up is scheduled on or about September 2008 with commitment levels attained by March of 2009.

GM also has until March of 2008 to identify 200 additional jobs for our local.  Today we have 531 production and 136 trades that are active seniority or on sick leave.  These numbers do no include temps.

can someone answer this question

A) Fidelity has informed us that the target date for the UAW newly pension increase is March 2008 and will be retroactive back to October 1, 2007. However, members who have a QDRO may have their increases delayed until April or May.

The basic benefit will increased 95 cents up to $2 per month per year of credited service. The Benefits Office CAN NOT give an exact amount of your increase this will be determined by Fidelity
based on credited service, age when you retired, and type of retirement.

Q) I'm retired and I received a letter saying our anthem  blue preferred (hmo) was no longer going to be there for us starting in jan. 2008--i am not on medicare--i called gm penison benfit office and anthem blue cross 2 times to ask about what are our co pays when we go to the doctor ---i recieved 3 different answers to my questions all three said there will be co pays for services such as blood work --x rays-tests etc. they all had different amounts that we will be paying--they also said we will no longer be paying $10 for doctor visits and we would have to pay the allowed amount for office visits---i also called the benifit office and the gentleman i spoke to could not offer much information --can you give us more information on this subject---and why would we give up such a good insurance that was very affordible when we have a office visit---($10 ) thank you for any information you can give us.

Q) Back on 12-12-07 i summited a question about retirees having to go on tradional insurance before we get to medicare age---from what i been able to learn some of our office visits are going to be very expensive---my question is why would the uaw give up a good insurance that we only had to pay a $10 co pay for office visits? thank you for your answer

Response date 01/16/08

A) No more co-pays for office visits tell doctor office to bill Anthem. Members pay for the office visits at the contracted rate (example: in network office visit $105 the allowed amount is $75 - you pay the $75).

You want them to bill Anthem for all charged to determine your allowable amount & wait for the  Explanation of Benefits (EOB) from Anthem to determine the amount you are responsible for.

As for why would we give up such a good insurance that was very affordable? Based on the high cost of Healthcare UAW/GM negotiated the best deal for all parties. All UAW GM/Delphi actives and retired members nationwide are all under the same healthcare plan (excluding 1 area in Wisconsin and 3 areas in Michigan).

Q) WHAT DO EXPECT TO GAIN BY NOT TRAINING OUR SHOP COMMITTEE ON HOW TO NEGOTIATE US A LOCAL AGREEMENT? ALL OF OUR APPOINTED STAFF GET WHATEVER TRAINING THEY NEED TO HELP MANAGEMENT WITH NO OPPISITION BUT WHEN OUR SHOP COMMITTEE THAT WE ELECTED TO NEGOTIATE FOR US ASK FOR TRAINING WE HAVE SOME WHO OPPOSE. THESE PEOPLE MUST NOT UNDERSTAND THAT WE ARE LIKELY TO BE SPLIT UP SOON. IF THE 1 OR 2 WE SEND ARE IN THE SAME PLANT OR UNEMPLOYED THE OTHER MEMBERS WILL HAVE NO ONE NEGOTIATING FOR THEM WITH ANY TRAINING. GM AND JAMES GROUP BOTH USE PROFESSIONALS WE MAY BE SENDING PEOPLE WITH NO TRAINING OR EXPERIENCE WHAT SO EVER. WHAT KIND OF LOCAL AGREEMENT DO YOU THINK WE WILL HAVE. GOD HELP US ALL!!!
IF YOU ARE ELECTED OR APPOINTED YOU FIRST PRIORITY IS TO SERVE AND DO WHATS BEST FOR THE MEMBERSHIP! IF THIS IS TRUE YOU SHOULD HAVE NO OBJECTIONS SO I SAY ALL OF OUR SHOP COMMITTEE THAT WE CAN TRAIN,WE SEND, WE THE MEMBERSHIP DESERVE THAT.

Response date 01/16/08

A) Your thoughts on the issue of sending our shop committee to this training is a concern from many members.  Fortunately, through the democratic process the issue was discussed and brought to a motion at the last union meeting.  The motion was passed unanimously all in favor.  I would encourage all union members to attend your union meetings and have a hand in the discussions that are presented.  Anyone who would like to address this issue or give an opinion on this matter can do so on this union website.

Q) I notice you have a photo gallery link on this site now. Wouldn't this be a great format to offer members of 696 past & present to submit pictures showing a historical map of where we've been, what we've done and what we are? There must be tons of pictures out there. Old pictures of current members, retirees, etc. Tommy Stewart, Joe Buckley, Gary Hill, Hazenjager, and other highly visible 696 leaders. Maybe this has already been thought of, but if not, how can we submit via this website to get something like this started? Heck, you could have an album dedicated to all the political candidates we've supported and supported us. You could call it, "Friends of Rick Tincher". Just kidding about the title but you have to admit, if a candidate was running who supported us, Tincher was somewhere in the picture during his time.

Response date 01/10/08

A) If anyone is interested in submitting pictures to be added to the photo gallery located on this site, you can email the pictures to me at jamie.vaughn@uaw696.org.  If the pictures are too large in size or there are too many of them and will take too much time to email, you can also put them on a disk (floppy or CD) and drop them off to me in my office if you are in the plant or leave them for me at the Union Hall.  When submitting pictures, please be sure to include a category that the pictures should be placed in (i.e. Christmas Party 2007, Picnic 2001).  Thanks for your suggestion!

Q) What is the Status of the TAP program for Delphi Employees.  I have been told we no longer have it with the new contract.

What about employees employees taking the early grow-in retirement.  Do they have any TAP access?

Response date 01/10/08

A) No, employees that took the early grow-in to retirement no longer have TAP (Tuition Assistance Plan) benefits in the new contract.  Active employees do not have TAP or DSP (Dependant Children's Scholarship Program).  GM retiree's (not Delphi retiree's)  are the only members that still have DSP benefits.

Q) though i try very hard to support my union i am always not able to attend union meetings. Is there any way to post the minutes for the union meetings

Response date 01/09/08

A) The strength of our union depends on the participation of our members.  Without you, a few make the decisions for the whole.  Having said that, by attending the meetings you can get the latest information and have an opportunity to ask any questions or air any concerns to the leadership or the general membership.  The minutes of the meetings are a recap of what went on and what motions were made, and do not give you exactly every word or discussion that went on.  Minutes are part of the union's records and after approval and signing by the recording secretary, they are available for review at the union hall in the black binders located in the secretaries office.  They are not to be removed from the hall because it is not information for the general public.  I hope this is satisfactory and look forward to you joining us at the meetings.

A) Excerpt from letter dated December 28th, 2007 written by Dave Koscinski (International Servicing Representative).

"A few information points about GM and the James Group Ohio.  West Chester is the GM site and Trotwood is the James Group site.  As I told you during our conversation on December 10, 2007 the Trotwood site will not be GM in any fashion and our members will be employees of the James Group.  The postings to apply for employment at the companies will be initiated shortly after the return to work from the holiday break.  They will be initiated simultaneously so that your members won’t be faced with the anxiety of should I apply for this one or wait until the next one is posted etc.

I have been informed that the request for a SAP for Local 696 members has been rejected by the corporation.  More detail will follow later."

"The Delphi MOU on pages 1 and 2 point out that both the 2003 national and local agreements were extended to 2011.  Page 15 states that each location should look at work rules and other local agreement provisions not wages or representation.  Also, on page 38 it states that the employees will be represented by UAW Local 696."

"As far as flowback opportunities the membership still has them.  The SPO situation is being discussed at this time but the other GM facilities are available if someone wants to transfer provided there are needs for people."

The wages will be based on our A, B & C rates in existence today.  The downside is that we believe the majority of the jobs will fall in to the C classification.

A) According to local management, most product lines are going to run in to June of 2008.  Quad (594/595) end date is April 27th, 2008.  Quad employs approximately 50 people.  Layoffs associated with these end dates are expected.  There my also be temporary layoffs (1-2 weeks) in 590/591 the weeks of 1/14 and 2/18.

Q) When is the next membership wide election being held? I am interested in running for a position on the Executive Committee. After researching responsibilities in the literature I've been able to get aholt of, I feel I am best qualified to fill a Trustee position. I have accounting experience and am aware of what our current trustees are capeable of. I haven't had the opportunity to talk to Kenny McMann yet,  but I would be proud to work with Fatty Peeples and his long lived experience. I don't see much activity at all from the other one. She seem to talk alot with no action, and most of the talk is negativity against the current leadership. Someone with her apparent baggage has a hard time focusing on anything but herself. That isn't what I've been taught to be a good union member, or a union leader. Is there a way to have that position vacated by that type person before the next election? I hope everyone research their candidates thoroughly and won't  take their word on what they are capable of during their political walks arounds next time around.  Who can I talk to personally about my interests? I would even like to help out even if not in an elected job. This may be the most important election of the local since the beginning and I think I can help. I will contact you personally upon your reply. If you answer without publish my letter, I will understand. Aside from the tiny percent, the leadership has been very helpful.
