Q) Can someone tell me why the Sharonville plant has temps working when some of us at the Needmore plant have been on a waiting list (to flow back) forever to get there!! I've heard this first hand from people there who have flowed there from our plant.

Response date 01/05/07

A) I have spoken with the shop chairman at Sharonville concerning this. There are no temporaries working there. There was an agreement to allow the hiring of 20 temporaries to cover employees taking vacation time during the holiday instead of denying employees' vacation requests.

Q) My husband is retired from GM.  He is 73 years old.  Is he supposed to get the Christmas bonus?  If so, can they be mailed later than the 15th because today is the 15th and he didn't receive one?

Response date 12/18/06

A) They will be mailed on the 15th.  Please allow a few days for the checks to arrive.

Q) In reference to the holiday pay question, our buy out paperwork stated we had to be out by Jan. 1, 2007.  If given the opportunity many of us would work until that date.  Jan. 1, 2007 is the date I put on my buyout papers as being my last day of employment.  Why wouldn't we get the holiday pay?

Response date 12/15/06

A) In regards to those individuals that have taken the buyouts and signed up for the pre-retirement under the provisions of the Delphi/UAW Special Attrition Program, Delphi is taking the position that both the buyouts and early retirements become effective on December 23rd, 2006 with no entitlement to holiday pay.  The issue was raised by the local to the International Union approximately two (2) weeks ago and as of our last conversation with our International Servicing Rep on Monday, December 11th, 2006 he indicated that the national parties were still in discussion over the issue and would communicate the results to the locals once a decision has been reached.  We will continue to stay in contact with the International and relay to you whatever decision is reached.

Q) Can I as a seniority Delphi employee put in before 12/31/06 a flowback only to an extended area hire and after 1/1/07 be able to put in for local area hire locations.  My committeeman said I had to put in for local area hire to be able to change later on to other local area locations.  Please clarify.

Response date 12/15/06

A) Requests for flowbacks, both area and extended area have to be on file by December 31st, 2006.  No requests will be accepted after this date unless you already have a request on file by December 31st, 2006.  If you have a request on file by December 31st, 2006, irregardless if it is an area hire or extended area hire, you will then be able to add and delete any requests be it area or extended area.  When in the system it would probably be a good idea to add a request before deleting an old one.

Q) Is there anything that can be done about the uniform issue?  I'm sure I am not the only one having a problem.  I turn my dirty uniforms in daily.  Some weeks I only get 1 pair of pants back and 5 shirts, other times no shirts and 3 pants, etc.  This time I ordered a new size and they brought me 5 XL and 3 XL longs.

Response date 12/14/06

A) I suggest you speak with Rita Johnson.  Her office is located along the wall separating the crib and the tool room.  If this does not fix the problem, contact your committeeperson.

Q) Question about the temporary employees that have just been hired on as full time employees.  Is there any discussion of them being able to flow to a GM plant if the Delphi, Needmore Rd. plant closes in say a year?  What about continuing employment with another Delphi plant that isn't closing?

Response date 12/14/06

A) The national parties are involved in discussions that affect all of us, and the future of our plant.  I have spoken with the international union, but until these talks are resolved, any answers would be nothing but speculation.  I am submitting a resolution, asking for flowback rights for all members regardless of seniority.

Q) Are people that received the buyout still able to put people in for a job there or not?

Response date 12/12/06

A) Delphi Needmore personnel director Dave Elliott indicates that currently no additional applications for employment are being accepted.  If or when that position would change, we will notify the membership.

Q) To whom this may concern.  Is Delphi going to shut the doors in 2008?  I just want to know what the future holds for the workers at Delphi.  Thank you

Response date 12/12/06

A) The national parties (UAW, GM, and Delphi) to the best of my knowledge are still working on hammering out our future here in Dayton.  We have sub-councils scheduled for the end of January, which I hope will shed some light on our future.

Q) I am working at Delphi on Needmore Rd.  This is the first place I have worked where there is a Union.  I have no knowledge of rules and regulations and was wondering if there is a book I can obtain that has this information.  I am used to doing whatever my supervisor asks me to do.  Today he had me do something I was later told by another employee that I should not have done because it was someone else's job.  I would love to be able to find out exactly what I should or should not do.

Response date 12/12/06

A) Unfortunately we do not have a book describing all of the details of every job in the plant.  The best place to start are your job work instructions.  In the event your foreman asks you to do someone else's job, "do the work assigned to you and follow instructions.  Any complaint may be taken up later through the regular channels".  Page 128 of the Local Wage & Seniority Agreement S.R. 13, "the regular channels" means : place a call to your committeeperson and let them fight the battle for you.

Q) Is it true that the supplemental agreement that was given to the new hired temps is the same agreement that was given to the temps of 2004?   If this is a supplemental agreement when does the the real contract go into effect?

Response date 12/11/06

A) The supplemental agreement is the real agreement.  It was negotiated  by the International Union and the Corporation and signed on April 29th, 2004.  It took effect on May 3rd, 2004 and runs through 11:59 pm September 14th, 2011

Q) Since they hired the temporary workers, are they considering at all re-hiring the workers that took the buyout.

Response date 12/11/06

A) Some of the workers that retired have been brought back as "contract trainers".  Management has offered a few of the workers that took the buyout temporary positions.  They are reviewing their needs and more may be offered.

Q) My husband was retired after 30 years at Delco Moraine.  When he passed away, my surviving spouse support was cut in half because (as I was told) I was under the age of 50.  I am now over 50, should my monthly benefit increase?  Thank you for your time.

Response date 12/11/06

A) Please contact benefits at (937) 455-5394 or (937) 455-5476 as soon as possible.  We need more information to better help you with your question.

Q) Will the people who took the buyout and are staying until the end of the year receive the holiday shutdown pay?

Response date 12/11/06

A) No, you will not receive holiday pay.  When you take the buyout, you are severing all ties with Delphi.  Your last day of employment with Delphi is December 22nd, 2006 which makes you ineligible for holiday pay.  The only benefit that continues through the end of the year is Your health care benefits.  They will expire on December 31st, 2006

Q) I am taking the buyout and my last day of work is December 22nd, 2006.  I am concerned about receiving my buyout money in a timely manner.  My spouse took the buyout six (6) weeks ago and still has not received any monies.  The week that she left their were no more than five (5) others who left on that same day.  If Delphi and GM are having this much trouble sending out her check what in the world will they do when they have thousands of people nationwide leaving on the same day?  Will I get my check next fall?

I'm just concerned.  It seems that if I hand over my badge and give up my benefits and insurance they should be handing me a check at the same time.  Delphi is even shafting us as we leave.

Response date 12/11/06

A) As of this posting, the buyout checks are being received within 6-8 weeks.  Any concerns should be directed to Steve Ostasiewski, Delphi Needmore personnel director at (937) 455-5208.

Q) I'm retired as of this year, May 1st.  If something would happen with Delphi, (bankruptcy, judge ruling, etc...), I understand GM is responsible for our monthly pension before the contract expires in 2007.  However, if anything would happen after the 2007 contract expires, would retirees still get a monthly pension from GM since all of these problems with bankruptcy, etc. happened before the contract expired?

Response date 12/11/06

A) GM coverage would be triggered if something happened to Delphi before September 7th, 2007.  Anything happening after September 7th, 2007 will have to go to negotiations.

Q) Well, now it looks like were going to get our pensions taken away from us!!!  What's your take on this?  I retired in May, '06.

Response date 12/11/06

A) Any opinion in regards to the future would be speculation and to discuss them in an open forum like this would provide the corporations with an advantage in future negotiations as to what the union and its members might be willing to accept.  I would be happy to further discuss your question with you in person if you would so desire.  Feel free to contact me if you would like to do so.

Q) Hi, I have written before about the Christmas bonus. Thank you for answering so fast. I have one more question.  Could you please find out when they are mailing them out?  I would be very grateful.  Thank you

Response date 12/11/06

A) The communication received from the International Union said those entitled to the $800.00 Christmas bonus should receive their checks in the mail on December 15th, 2006.

Q) When do you plan on updating your website.  I would like to see who the new leadership is.  I left Needmore Rd. plant in 2004 and would like to know who is in office now.  I have recently retired and can't wait to get back to Dayton.

Response date 12/11/06

A) The election results have been posted on the main page of the website since the election.  We will not change out the pictures of the current leadership until the newly elected officials replace them.  The website is updated daily.

Q) I took the buyout and I was wondering when is the ruling for the unemployment? Is there a hearing date to find out if we can get unemployment yet? I file weekly and I am denied. Should I keep filing weekly?

Response date 12/08/06

A) As I replied earlier, every dislocated worker who received buyout or severance compensation should continue to file for unemployment. The current interpretation by the State Bureau of Worker's Compensation does not qualify us for benefits (Trade readjustment Allowance or TRA included) since they consider the funds received as wages. I still strongly suggest that EVERY recipient continue to file and be on record, IF changes occur and you become eligible in the future.
Information about unemployment compensation can be obtained by calling toll free 1-800-251-6237 on a touch tone telephone and selecting option #2.

Q) I have a parking lot issue.  Everyday at the end of first shift, second shift employees line up in the center of the parking lot at the main entrance.  While sitting there waiting for a spot they are blocking first shift cars from leaving.  This is unsafe and a large inconvenience.  After my 8 hour shift I am ready to go home, not have to wait on second to find a good parking spot.  Can we make this aisle a no waiting zone?  Someone's car is going to be damaged or even an employee is going to be hurt.  Please stop this practice.  Thank you.

Response date 11/30/06

A) Your issue has been discussed with Delphi Personnel Director Dave Elliot and management will take appropriate steps to remedy the situation.

Q) I have worked for GM for 27 years.  I transferred to Delphi Needmore Rd.  I reached my 30 years in April of 1998 and retired.  Am I considered a Delphi or GM retire?  I will be 62 in July, 2007.  Do I lose half of my $2,331.00 gross pay and will I receive $1,165.00 gross pay when I start drawing social security?  Can you confirm this for me?  If Delphi bankrupt's will our pension be reduced and or will I lose it?

Thank you

Response date 11/29/06

A) You are a GM retiree.  Anyone retiring prior to January 1st, 2000 is considered a GM retiree.  As for your pension being reduced I will need to know who you are to give you your exact gross amount. You can contact me at 455-5146.  The Social Security rule is when you reach your 80% eligibility date your supplement will then be taken away.  At this time you may choose to draw your Social Security.  So, generally speaking, yes, your pension will be reduced by 50% when you become eligible to draw your Social Security.

In conclusion, Delphi's bankruptcy has no bearing on your GM pension.

Q) Will UAW 696 workers get a Christmas bonus this year?

Response date 11/28/06

A) The $800 is for anyone who retired before the 2003 contract.  They don't get the money increases that the current retirees get every Oct 1st.  All currently employed workers will not receive this bonus.

Q) .. my friend worked @ delphi/needmore , kept getting switched to different departments, which wasn't bad, 1st 2weeks one 1st shift, next 2 weeks on 2nd(she adjusted family schedule) end of this week, sent to 3rd shift, along with dept. co-workers,also to another dept. Reported for work that sunday night, Supervisors "made a mistake" & asked if her would like to go home, and report to 2nd shift in another dept.,they said yes. was always willing to go where ever needed...was due for their 90 day evaluation. (another problem was that my friend was sick-under a doctors care, with a note for 6 days, during their 1st 30 days) My friend has a young child also as do many working mother's.
Reported to 2nd shift again, in another dept., re-adjusted the family schedule again, worked hard, as usual, helped train folk,as they came into the dept.as usual.then they were told yet again, on another friday,( as bad news is given on fridays), that they had to report to 1st shift..Because the employee pointed out an important factor , during a traing session given by chris corneilius, that he forgot to mention-supvsr said I was chosen (as the 3rd) to go to 1st shift, against my will....Other folks that I had orientation classes with(they had their 90 days in????) "WHAT" GOD ,NO, not again!!! This person "thought that they had "some" seniority??? had received their "60 day evaluation" 30 days ago...due for 90 day evaluation in 3 days??? "WHAT" Had the week that the supervisors said quote; "would any or all, fulltime, or part time(temps), like to take a week off????? quite a few of us did this....could this have been part of the reason "WHY"- people that I helped train w!
ere allowed to bump me???? as well as temporary "lift-truck drivers-waiting to be trained, again that came in long after ...?they should have been sent to another shift "1st".!!! working on the gut line in 508., 1st shift operations were different than 2nd shift....
1st shift foreman "mike" came beside me, shouted infront of the entir gut line co-workers;"who's slowing this line down??" He said directly to me; "YOU" need to get up off your chair and help run gut #4>>>(GUT 4 RUNS GUT 4-AND CAPS THE BOOSTERS AS THEY COME DOWN THE LINE!!!!!"in the mean time the 1st shift committeeman is telling me that I was fired & brought back to work....I was sick, I was accepted back to work with a doctors note,(6 days) I NEVER AGREED TO ACCEPTING THAT ANY SENIORITY DATES BE CHANGED....had re adjusted family schedule numerous times only to be allowed to be moved again, and again, and again, by employees that I helped train......started delphi 1-26-99. unpaid debts were taken out on me entire time at needmore, frm delphi ($1000) also isp&psp also taken out as of 2006......status should be re-instated ,after 5 yrs.??? My question is; since I put in 90 days (shy 6 days - i.e., dr.s note) in front of the entire public I am asking if I may come back to work?

Response date 11/27/06

This old retired dude, who really has no one to answer to, keeps on doing, or trying to do the right thing. I'm a great believer in synchronicity. To my mind, we do right things, right things happen to us. So we have old, worn-out Joe. Seems to me, he's the right guy at the right time. I'm pretty damned certain, he's never sold out a Union Member in his life, I'm pretty certain, he's trying to find the best way out of the mess others have put us in. When the chips are down, I'm pretty certain we all know we can count on our President. Personally, I've never known anyone Union, I could count on more than Joe Buckley. For that, I give thanks.
Which brings me to the point I'm trying to make.
Regardless the Regional's approach, regardless the IEB's take, we do have our Local, we respect one another, we take care of one another, we are without doubt, Union. For that I give thanks.
Our President, and many others, are working on the behalf of us all. We need to consider that. I've seen many in this Local who consider no other possibility than to do the right thing.
Through everything that's going on, it's important to remember, we're all Union, we are all fighting for one another.
This Local is intact. We still function. Much of the reason we've survived as well as we have, is the Solidarity of this Local. That goes on regardless what others do. We might all want to consider that occasionally. We all might want to look around, and upon seeing on every side, a Union Sister or Brother, who will stand up for us just as we'll stand up for them, something that surpasses the moment. We have one another, we are Sisters and Brothers, the Union means we'll never fight alone. For that, I give thanks.
No matter what this holiday means to some, it reminds me of how much we have to be thankful for. I do give thanks, I think we all should.
Blessings you, and all you touch. Happy Thanksgiving.

Q) Why are the people who took the buyout told to file unemployment? I left in July and I have filed for unemployment weekly. Every week I am denied. Why are we not getting unemployment??? I was told from the unemployment office that we are not able to file for 3 years because of the BUYOUT??? Delphi is denying the unemployment WHY??

A) From my standpoint, I strongly suggest that every individual who accepted a buyout file for Unemployment Benefits. The State Bureau of Employment Compensation has ruled that based on how Delphi Corporation submitted its letter to them, outline that the monies received as compensation be deemed as earned wages. Therefore those earnings are counted as Unemployment Compensation which are to be divided on a weekly basis (based on UC eligibility status). Again, I strongly suggest that all eligible employees file, because the ruling could be overturned and those who filed could be in line for compensation.
Furthermore, in response to why Delphi submitted its letter to the UC Bureau in the above fashion is a means for them avoiding UC payment to those other than layoff employees.

Q) "The union does not always satisfy each of our own specific needs but it continues to make advancements in satisfying the needs of the overall membership specifically in those areas listed above." This was your answer to a question on the website.  Joe, I have described you as one of the Icons of local 696. A man that had great power. Being that person you have the ability to bring 696 back together. Do what is right for the people on the floor and you will go out still being that icon. Do what is wrong and you will go out as the person who let it fall apart. This is probably the biggest challenge 696 has ever faced. During the strikes you had something to bargain with and the people !
fell into place. Making thing right with nothing to bargain with is the true challenge. Making management follow the contract that is still in play for every employee, including the temps, is what you ALL need to be doing. Making sure that people are being trained and safely making quality parts and not being harassed while doing your job is what you should all be concerned with. Stop being selfish and do the right thing this time. None of you are even going to be here, who do you want to leave your retirement up to?

Response date 11/08/06

A) In response to a question submitted regarding my support for a particular candidate or candidates that may be running in the upcoming elections, international guidelines for the running of local union websites prohibit the discussion or debate of politics via the website.  Therefore, it would be improper for me to respond to the question that was posted.  The leadership has a right to support and vote for the candidates of their choice just like any other member. Further, I assure the writer of this question, my support for candidates will, as it has always been, be for the individuals that I believe to be sincere and dedicated to the advancement of the memberships security and benefit.  I am always willing to discuss my opinions and position, in relation to any concern that a member might have, in a one on one discussion.

A) The reason for having nominations, as posted, is to allow the newly elected individuals as much time as possible to work with the out going officers and committees in order to provide for the smoothest transition to the new leadership.  I can assure you there is no intent to restrict or deny anyone the opportunity to be nominated and run for election.  In addition, a handbill will be passed out this Wednesday 11-8-06 that includes further notification of nominations and elections.  Rather than trying to hide the nominations, as you insinuate, the concern from the leadership is whether or not there will be enough interest from seniority members to run for the positions that will be vacated.

Q) Hi, I was wondering if we get the $800.00 at Christmas this year?  I retired in 2000.  I had 17 years in at the plant.  I went out on a medical.  Thank you.

Response date 11/01/06

A) If you received the $800 last year, you will receive it this year.

Q) Can they give a worker points for going to workers comp hearings?

Response date 10/27/06

A) No. Past policy has been that attending a hearing is an excused absence.  Therefore, no points will be given.

Q) I am retiring after 32 years with GM/Delphi this December 31st.  I would like to come to work at your Needmore Rd. plant.  What steps do I need to take?  I realize that I would be starting as a new employee.  This is fine.  I have experience in many areas of production... Job Setter, Team Leader, lift truck, etc.

Q) Is Delphi going to hire temporary Skilled Trades in the Dayton area?

Response date 10/23/06

A) Delphi Needmore/Wisconsin Operations has recently hired temporary Skilled Trades and production employees.  Those that have taken "buyouts" and that have retired from GM have been considered for employment.  Delphi Corporation has taken a position of NOT hiring employees that have retired from Delphi.  For employment opportunities at Needmore/Wisconsin Operations you will have to contact employment at 455-5546.

Q) How do I find my roster position at the plants that I have flow back applications to?

Response date 10/23/06

A) Those lists are kept by the General Motors Corporation at the National Employee Placement Center and not by the Union.  Due to applications for placement being received daily and constant changes in peoples requests for changes to those applications, an individuals position on their respective list changes from day to day.  Our international rep at the NEPC has on occasion been able to give us an idea of what seniority date that certain receiving plants are at in extending offers for flow backs.  Again, because of the constant changing of those lists, it is difficult to get an accurate account of an individuals position on a list.  This situation applies to everyone, including union representatives.

Q) What are the pros and cons of the UAW?

Response date 10/16/06

A) The pros for belonging to the UAW or any labor union for that matter is the organizations ability and strength to negotiate for the members that they represent.  The strength comes from the support of the members that elect representatives  of their respective unions to represent them in securing improvements in the areas of health and safety, seniority, wages and benefits.  The union does not always satisfy each of our own specific needs but it continues to make advancements in satisfying the needs of the overall membership specifically in those areas listed above.  There should be little doubt, given Delphi's current attempt to terminate our contract, just what they would do if it wasn't for the union and the support of it's membership.  While our union may not have gotten everything that we have wanted as individuals, I personally believe that we belong to the greatest labor union in the world...  the United Auto Workers.
