Notice August 1, 2007 Dear Brothers and Sisters, On Monday, July 23, 2007, your local Shop and Bargaining Committee was successful in negotiating a one-time waiver of the time restrictions associated with voluntary transfers. Currently, when a voluntary transfer is honored, we are held on that job for either 6 or 12 months, depending on the classification. This 6-12 month hold has been waived, enabling anyone to apply for any job classification within the plant without regard as to how long they have been in their current position. The effective date for this is August 1, 2007. The 6-12 month holds will still apply to all future transfers. We are in continuing discussions over the Supplemental Agreement’s wage structure and the conversion of our old wage agreement into the new A, B, and C rates. We are also working on a way to post possible open jobs in the plant, making it easier to get into another rate.

Plant Update June 22, 2007 The Local Union has received a request from the International Union to schedule meetings for the purpose of updating the membership on the status of the negotiations concerning Delphi’s bankruptcy filing and a possible resolution. While at the time of this writing there has been no agreement reached, there is hope that when we get to the scheduled update meetings a tentative agreement can be presented for the memberships’ consideration. In the event a tentative agreement is reached, the Local will forward on to the membership any and all information concerning the agreement as quickly as possible. The International Union has also requested that if in fact an agreement is reached and has been presented to the membership at scheduled meetings, a ratification vote be taken on Thursday, June 28, 2007 and the results forwarded immediately to the International Union. In conformance to the International’s request to schedule update meetings, 3 meetings will be scheduled for Monday, June 25, 2007 at the Local 696 Union Hall. The first meeting will be at 7:30 a.m., the second meeting will be at 12:00 noon, and the third meeting will be at 3:30 p.m. The time and location for a ratification vote, if needed, will be communicated during the scheduled meetings on Monday. NOTICE JUNE 21, 2007 On Tuesday, June 19, 2007, we attended a scheduled joint UAW/GM Leadership Conference in Detroit, Michigan. GM representatives gave a financial and product overview for the future of the corporation citing significant challenges in their plans to return the company to profitability. CEO Rick Wagoner reported that health care, pension and wages were just some of the areas of concern. While quality and product design were helping to reduce GM’s losses, greater improvements in all areas are imperative for GM’s recovery. President Ron Gettelfinger and Vice President Cal Rapson reported that the recent special attrition programs at GM, along with last year’s agreement for GM workers to assume additional healthcare cost were the Union’s contribution to addressing GM’s problems and the Union was opposed to any additional healthcare cost to the current retirees.
At the conclusion of the conference, brothers Gettelfinger and Rapson convened a meeting of the Delphi/UAW Presidents and Chairpersons. During that meeting Vice President Rapson reported that progress had been made in reaching an agreement with GM/Delphi in relation to Delphi’s bankruptcy filing and their motion with the court to terminate our current labor agreement. Brother Rapson told the delegation that he believed the parties, with the assistance of GM, were close to reaching a tentative agreement in the next couple of days that could be brought before the Membership for their consideration for ratification prior to the July 4th shutdown. Citing a number of remaining issues, Vice President Rapson declined to discuss any particulars of the potential agreement until and when the agreement was reached. He promised that at the point an agreement was finalized, representatives of the International Union would be dispatched to the various UAW/Delphi locals with details of the agreement for review and discussion with the respective locals and their members prior to the taking of a ratification vote.
We are all anxious about the possibility of a resolution to the uncertainty that has continued to hang over our heads for the last two years. With that in mind, we ask that you remain patient and as soon as we receive any further details as to a possible tentative agreement, we will pass that information on as quickly as possible. Thank you for your continued support and solidarity.
In Solidarity,
Joe Buckley Brian Cole
