The following are the Questions and Answers from the Contract Q&A held on Thursday, August 2nd, 2007 in the Activity Center



Q) If I’m skilled trades, can they force me back to the floor before I’m laid off permanently?

A) NO


Q) Does the $35,000 buy down contribute to the performance bonus in May?

A) NO


Q) Does the CPI-W wage increase apply to the pay groups by percentage or dollar amount?

A) Percentage


Q) If you don’t take pre-retirement but retire within the 7 year pension freeze with 30 years, is your retirement still $3020.00 or is it recalculated?

A) The $3020.00 is good until 2011


Q) Can skilled trades put the $10,000 buy down in their psp?

A) NO


Q) Can production put the $35,000 buy down in their psp?

A) NO


Q) Will new hires be able to transfer to other GM plants?

A) Only those hired prior to 10-08-05


Q) What is vesting for the 5.4% retirement program?

A) Five years


Q) What about C.O.L.A.?

A) Gone 10-01-07


Q) Please explain the CPI-W raise better.

A) Consumer Price Index average increase last 10 years 3%


Q) Will there be any lay-offs during the transition?

A) Yes – Unemployment and sub or severance


Q) Where will our new location be?

A) GM is looking at Monroe


Q) If you take the $1500.00 per month severance, are you eligible for the sub-pay and/or unemployment?

A) Unemployment


Q) Could our new location be here at Needmore Rd.?

A) Possibly


Q) Does the 160 maximum vacation hours include VR time?

A) Yes


Q) Will we be reimbursed for our office visit charges?

A) Yes. You must submit claims and receipts for eligible expenses to receive reimbursement from HRA (Healthcare Reimbursement Account).


Q) Do we pay 100% of our office visit charge?

A) Yes, at contracted rate.


Q) When does the 7 year guaranteed pension begin and when are we matched in our retirement investments?

A) No later then 03-08-08


Q) Can you ask for the permanent layoff and receive the severance package?

A) If laid off before 09-2011


Q) Will we still receive the vehicle discount program?

A) NO


Q) How many job referrals will they accept and how many will they hire?

A) Local Agreement


Q) As a skilled trade, will my signature for the buy-down be used against me later if I have to convert to production? Will it deny me the $35,000 buy-downs? It says “No future offers”.

A) Status as of buy down dates 10-01-08 & 09


Q) With 21 years plus 7 more will it mean I can’t retire with 30 and can I retire with 28 years being 50 years old?

A) If in a closed plant


Q) If you go on sick leave, how will the $35,000 be pro-rated? Will it be based on work hours to acquire a year’s seniority or on days missed?

A) Days missed


Q) Will Dental or Vision be affected?

A) Check supplemental agreement


Q) After the $10,000 buy-down, are skilled trades converted to supplemental skilled trades?

A) Yes


Q) Will skilled trades be cross-trained and/or be offered production jobs in the new facility?

A) Local negotiations


Q) If I have 10 years by September 1st, 2007, will I retire at 30 years with health benefits, 17 years pension and 13 years of what 401k/retirement investment I have?

A) No defined program after 10-01-07


Q) What qualifies me for health benefits with my pension?

A) Benefit guarantee


Q) Can a skilled trade be forced to take a production job?

A) NO


Q) Will a laid off skilled trade get the $1500 a month severance and how long to decide will we have?

A) 45 Days


Q) Any truth about a new stamping plant?

A) NO


Q) Will we still make brakes?

A) NO


Q) Will there be a reduction in force?

A) Temporarily


Q) Are there skilled trades on a “warehouse”?

A) Yes


Q) Did the June 2007 new agreement triggered the GM Benefit Guarantee in The 1999 national agreement?

A) Yes. This benefit guarantees that, if necessary, GM will assume the responsibility for our members’ pensions, post retirement healthcare and life insurance benefits.


Q) What is the May 28, 1999 Spin-off date eligible for

A) Members hired prior to this date for pension purpose, The 1999 GM Benefit Guarantee agreement will be triggered. Delphi freezes future pension accruals. GM will then honor its obligation to provide up to 7 years of additional credited service for covered employees who continue to work at Delphi facilities.


Q) What is the September 1, 2007 eligibility date for?

A) Retirement all types and members taking buyout.


Q) What is the September 15, 2007 date for?

A) Buyouts will be effective when the worker’s services are no longer required, but no later than September 15, 2007.


Q) What is the October 1, 2007 date for?

A) Buydown to new pay rate, freeze date for pension accruals, healthcare plan change


Q) On October 1, 2007 do we have to resign for Healthcare Benefits?

A) No, Delphi System will generate automatically at the end of September.


Q) Will Traditional employees receive the healthcare reimbursement account (HRA) of $600?

A) Yes. Employees must submit claims with bills & receipts for eligible expenses to receive reimbursement from the HRA.


Q) Will Traditional workers have 401K under the supplemental agreement match?

A) Employees hired prior to May 28, 1999 are not eligible to participate in the Individual Retirement Plan or PSP for the period of time they are eligible to accrue credited service in the 1999 GM Benefit Guarantee agreement.


Q) Supplemental Severance payments $1,500 per month and maximum $40,000 who is eligible?

A) Temporary and supplemental employees who are permanently laid off prior to September 14, 2011 will get severance payment.


Q) If on a permanent layoff and elect to take $1,500 per month can you draw sub-pay benefits and keep your healthcare insurance?

A) No you cannot to both. The payment will be in a lump sum equal to $1,500 for each month of his/her combined service with Delphi. Employees who accept severance payment will sever all ties with GM/Delphi. Election of sub-pay option your healthcare will continue base on years of service. Also, you can draw Unemployment.


Q) Can you take a buyout or buydown and draw a pension?

A) Yes for buyout. Full deferred vested pension paid at age 65 (As early as age 55 but pension is greatly reduced).  No for buydown, you are still employed.


Q) Can you get benefits if you stay 10 years and retire?

A) Yes under the 1999 GM Benefit Guarantee Agreement and you meet retirement eligibility criteria.


Q) What are the retirement eligibility criteria?

A) [1]  Normal Retirement – Age 65 or older

[2]  Early Voluntary 30yrs of service or more (30&out) Age 60-64 with 10yrs of service 85 Points (Age 55-60 combined with years of service total 85) Mutual Age 55 with 10yrs of service (Age 50 with 10yrs under special program)

[3]  Total and Permanent Disability Retirement (T&PD) Must be totally and permanent disabled Must have been off work on disability leave for 5 months or more Attending physician prognosis must indicate “NEVER” as to return to work of application Must have at least 10yrs of service Base upon medical evidence satisfactory to the Corporation and approval.

[4]  Deferred Vested Pension Must have 5yrs of credited service Seniority is broken NO benefits included Pension payments begin at age 65 (As early as age 55 but pension is greatly reduced)


Q) What types of retirement are eligible for the $35,000 payments?

A) Normal Retirement; Age 60-64 with 10yrs; 85 Points; 30 & out(excluding the Pre-Retirement Program).


Q) Will the employees that elect the Pre-Retirement Program (PRRT) receive an increase to whatever the 30-year retirement pays at the time the employee retires?

A) Employees on the PRRT receive the same hourly rate of pay that they were receiving at the time they commenced the program until the employee retires.  When the employee retires, he/she will receive the pension rate in effect at the time he/she signed up for PRRT.


Q) Can you buy a benefit package after you retired and how much?

A) If you meet retirement eligibility criteria healthcare is included. You cannot buy company healthcare.


Q) Can you apply unused vacation hours toward your 10 years option by September 1, 2007? If not why?

A) No, only vacation days used per contract.


Q) If I became eligible for Corporation paid healthcare later in the plan year, is the amount provided by Delphi to my health care reimbursement account prorated?

A) No, on the day you become eligible for corporation paid health care you become eligible for $600 in your health care reimbursement account for the current plan year.

Q) Am I still eligible for the health care reimbursement (HRA) if I waive my health care coverage?

A) No, you must be eligible for and be enrolled in Corporation paid health care coverage.


Q) Future Pre-retirement (grow in) will pension rate be affected?

A) When the employee retires, he/she will receive the pension rate in effect at the he/she signed up for Pre-Retirement (PRRT).


Q) Will 2006 SAP Pre-Retirement in protected status, stay with current healthcare coverage or be converted to Supplemental Traditional coverage since they are considered active employees?

A) Members who are pre-retirement program participants will have the healthcare Coverage described in the Supplemental Agreement.


Q) I have legal custody of my grand children will they be converted under the Supplemental Traditional Plan also?

A) Employees and their dependents will have the Supplemental healthcare plan. However, under the Supplemental Agreement healthcare coverage is not provided for Sponsored Dependents or Principally Supported Children. We don’t know if this provision (i.e., no sponsored dependents/principally supported children) will apply to traditional employees who buy-down to the Supplemental Agreement with these types of dependents already on their health care coverage. This item is TBD (to be determine) pending further discussions with the International UAW.


Q) What is the different between sponsored dependents and principally supported children?

A) Principally supported children are children who reside with and are related to (by blood or marriage) the employee for whom the employee provides principal support (as defined by the Internal Revenue Code) and who were reported as dependents on the enrollee's most recent income tax return and qualify for dependent tax status in the current year. Principally supported children must meet all of the normal, dependent children eligibility requirements (marital status, age, residency and dependency).  Basically, sponsored dependents are those dependents who don't meet the dependent criteria and the employee must pay the full cost of their coverage.  Here's a link to the Guide to Dependent Eligibility for Hourly Employees on the National Benefit Center's website  - for more information.

Q) Will Traditional employees Vision and Dental Coverage change?

A) We don't know if these provisions (i.e., eye exam only after 3 years of seniority, full vision coverage after 5 years of seniority, dental coverage after 3 years of seniority) will apply to traditional employees with less than 3 or 5 years of seniority who buy-down to the Supplemental Agreement - this item is TBD pending further discussions with the International UAW.  If the traditional employee already has more than 5 years of seniority, this issue is moot (they will retain dental and vision coverage).


Q) Explain the 7 years GM Benefit Guarantee pick up for pension and any dates involved?

A) Members hired prior to May 28, 1999 spin-off date. For pension purpose the 1999 GM Benefit Guarantee agreement will be triggered. Delphi freezes future pension accruals. GM will then honor its obligation to provide up to 7 years of additional credited service for covered employees who continue to work at Delphi facilities. After 7 years no GM Benefit is guaranteed.


Q) Will Traditional Employees have PSP under the supplemental agreement match by the Corporation?

A) Yes, if not eligible for the 1999 GM Benefit Guarantee. Employees that continue to work at Delphi after the 7 years GM Benefit Guarantee period will become eligible at that time.


Q) Who is eligible for 5.4% Individual Retirement Plan funded by the Corporation?

A) All employees who are not covered under the 1999 GM Benefit Guarantee.  Employees that continue to work at Delphi after the 7 years GM Benefit Guarantee period will become eligible at that time.


Q) What is the percentage of the prorated buydown payment for employees on workers’ compensation or disability leave during the 2008 and 2009 payment?

A) If employee is out for a full year they are not eligible for payment in the year.


Q) If an employee in currently on or will be on workers’ compensation before October 1,2007, what effect will it have on they weekly benefit if any?

A) No effect. Workers’ compensation is State Laws.


Q) Is there a set weekly benefit for workers’ compensation or will it be based on hourly rate?

A) Yes, set weekly amount and is based on hourly rate. Average over a period of time determined by Bureau of Workers’ Compensation.
